Job Summary:
Drawing on your expertise and knowledge with Enterprise Java and SAP Web Intelligence technologies, you will be providing application development and support services with the City of Toronto in permanent full-time position.
As a member of the Business Solutions Services team in the Technology Services Division, the Corporate Application Technical Leader will provide senior technical consulting, analysis, design, development, testing, quality assurance, project planning and work management expertise to deliver and sustain critical enterprise business applications and information.

Your application for the role of Corporate Application Technical Leader (Enterprise Java / SAP WebIntelligence)should describe your qualifications as they relate to:
University degree in Computer Science or a related discipline with extensive development / sustainment experience in large-scale IT solutions, or the approved equivalent combination of education and/or experience. Extensive experience as an IT Technical Lead on large-scale information technology systems, including in all stages of large-scale system development life cycle, utilizing an enterprise architecture approach and software development methodologies. Extensive experience in implementing and supporting integrated business solutions, using Java, Java frameworks, JEE web application, object-oriented methodology and design. Extensive experience in designing, developing, and using REST and JSON APIs to support integrating technologies and business application solutions. Extensive experience in SAP Web Intelligence (Webi) integration design and development including SAP Webi RESTful APIs. Extensive experience in coordinating, assessing, monitoring, executing, and quality assurance of design, development, testing & implementation of enhancements and other general product service and incident requests and resolutions.

Major Responsibilities:
The primary responsibilities of this position include, but are not limited to:
- Determines project requirements, analyze, and recommend feasible options, design, build and/or code, acquire, test and implement enterprise information structures and applications, and sustain information technology solutions to meet critical City-wide and divisional business objectives and to provide scalable enterprise solutions.
- Develops and/or apply complex business and application models, information structures, data models, data schemas, technical program code, network and security interfaces, data and application design as governed by architectural frameworks, technology standards, information policies and legislative requirements.
- Supports in various roles Proof of Concepts for new or experimental technologies to assess the feasibility.
- Applies a strong understanding of IT industry and City priorities over the short- and longer term to advise, develop and maintain City infrastructures, methodologies, tools, and techniques, and ensure conformance and adherence in daily practice among business and technical teams.
- Participates actively in corporate and cross-divisional initiatives to design, construct, implement, and sustain business and application solutions.
- Analyzes and recommend changes to current business practices, business and information processes, data flows, performance measures, information delivery and knowledge utilization toward a more efficiently managed and coherently integrated information environment for all divisions in the City.
- Generates the plan and direct the project team in the execution of software SOGR activities and day-to-day application support services, including service improvements.
- Applies technical expertise to perform analysis, development and testing for new, or enhancements to existing, complex, critical enterprise business applications and information.
- Applies technical expertise to support the development and testing environments of complex computing solutions.
- Applies technical expertise to recommend, develop and maintain corporate policies, procedures and standards that are consistent with legislation, to ensure enterprise information and applications integrity.
- Applies technical expertise to ensure that security, privacy, and quality assurance requirements are implemented in a manner that delivers business requirements and is consistent with MFIPPA and legislation, thereby ensuring the integrity of complex enterprise information and applications.
- On a project basis, provide direction and assign work to non-IT positions, e.g., divisional unit staff (management & bargaining-unit).
- Applies project management expertise to lead and/or provide input to project management and procurement processes, including the evaluation and recommendation of complex technical solutions and professional services.
- Directs business and technical inter-divisional staff and professional services to deliver and sustain complex, critical enterprise business applications and information through the application lifecycle, report progress to manager, stakeholders, and team members, and ensure successful delivery of solutions adhering to project management methodology.
- Directs the day-to-day work output of staff and resources, including the scheduling, assigning, and reviewing of work tasks, to ensure a continuing, consistent service by sustaining complex, critical enterprise business applications and information.
- Brings together multiple stakeholders from across all divisions and provide expert advice within the context of corporate architectures, standards, policies, procedures, and emerging technologies.
- Negotiates amongst divisional business and technical stakeholders with multiple points of view to drive consensus for corporate-wide solution designs.
- Applies technical expertise to develop and/or provide input to procurement and project management documentation, including business cases, RFIs, RFPs, RFQs, Sole Sources, statements of work, service level agreements, project charters, project plans, status reports, issue logs, change orders, resource plans, budgets, migration plans, contingency plans, and risk assessments.
- Communicates effectively with various audiences, such as business/project managers, project team members and other orders of government and external parties, through leading and facilitating meetings, and preparing and delivering presentations and reports.

- Extensive experience in JavaScript, AJAX, JMS, and XML development
- Considerable ability and knowledge in RDBMS development and/or data analysis using Oracle SQL or PL/SQL.
- Strong written and oral communication skills, including the ability to present and compose written documents appropriate for clients.
- Strong customer service orientation along with a demonstrated ability to establish and maintain effective stakeholder relationships.
