We are seeking a team member that is motivated to work together with Stafford Creek Corrections Center (SCCC) staff and executive leadership team. As Correctional Program Manager (CPM) you will play a crucial role in our facility by partnering in the development of solutions that bring success and unity in our efforts to support our staff, safely operate our facility and improve public safety by positively changing lives. In this position you will provide leadership to program and unit staff and also partner with staff throughout the facility in combined efforts to successfully and safely operate living units as well as new and ongoing programs at SCCC.

Stafford Creek Corrections Center is a 1,936-bed multi-custody facility located five miles west of Aberdeen, on the southern Washington Coast. There are seven living units for medium and minimum long-term custody Incarcerated Individuals and a restrictive housing unit for maximum-custody Incarcerated Individuals. You will be one of 2 Correctional Program Managers that cover similar duties over different facility areas and programs. In the role of this Correctional Program Manager, you will work cohesively with unit and program staff to support four living units and multiple program areas. In this role you will also play a significant role in SCCC's Solitary Confinement Transformation Project (SCTP) as the liaison for this program, with the goal of reducing solitary confinement.

You will work under the direction of the Associate Superintendent of Programs. Your position will be integral to shaping and molding of facility culture as well as enhancing safety and operational practices to allow effective programming. The culture of our institution and how all staff respond to the entire operation and to each other is as important as the written policies and procedures.

As one of SCCC's Correctional Program Managers you will be a member of the executive leadership team for the facility. You will directly supervise 4 Correctional Unit Supervisors, a Corrections Specialist 2 and a Secretary Senior, additional you will serve as a second- or third-line supervisor for 60+ staff both custody and non-custody. In your position you will support the Department of Correction's (DOC) mission through by completing job screening processes, providing for safe housing, and implementing programs that better the lives of those we serve to "improve public safety" Your responsibilities will require the continuous inspection and review of operational and programming procedures and involve the interpretation of management policy in the daily operations of the facility to ensure the orderly operation of the living units and programs, as well as the safety, health and welfare of staff, incarcerated individuals, visitors, volunteers, and the general public.

Duties
This Correctional Program Manager position is responsible for four living units of various custody levels, is a liaison for multiple programs, oversees and participates in the classification processes for our population and is a member of our management team. The duties of the Correctional Program Manager (CPM) are in alignment and in support of the agency's mission: To improve public safety by positively changing lives; and the agency's vision: Working together for safer communities. This position is critical to the Agency commitment: To operate a safe and humane corrections system and partner with others to transform lives for a better Washington. This position contributes to these by completing a job screening process, provides for safe housing, and implementing programs that better the lives of those we serve.

As a Correctional Program Manager, some of your duties will include:

Promote respectful and professional interactions

Maintain the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce.

Supervise and be a resource for the unit supervisors and staff. This position directly supervises four (4) Correctional Unit Supervisors, one (1) Secretary Senior, and one (1) Correction Specialist 2; and serves as a second/third line supervisor for 60+ staff.

Identifies employees' development needs and provides meaningful developmental opportunities.

Ensures timely completion of investigations.

Completes timely and quality performance plans and evaluations for staff supervised.

Development and monitoring of the incarcerated individual classification process for four living units, one maximum custody, one medium custody, and two minimum custody.

Oversees the Restricted Housing Unit (RHU). The primary function in overseeing the Restricted Housing Unit is to monitor placements and length of time spent there in order to continue to reduce the use of solitary confinement.

Serves as the Washington Way liaison, Sustainability in Prisons Project (SPP) liaison, Incoming Transport/Job Screening (ITJS) liaison, and the facility Americans with Disabilities Act (ADA) coordinator.

Participates in the rotation for facility duty officer and as a member of the facility Executive Management team.

May assist and/or provide urgent or emergent decisions needed in the absence of the Associate Superintendent.

Work involves responsibility for the interpretation of management policy in the daily operations of a level 3, 4, or 5 correctional facility and in the administration of essential staff and support services. While this position oversees 4 units and 60+ staff, the areas of operation have facility wide impact to staff and incarcerated individuals.

Responsibilities require the continuous inspection and review of corrections and security procedures and involves the interpretation of management policy in the daily operations of the facility to ensure the orderly operation of the facility and the safety, health and welfare of staff, incarcerated individuals, visitors, volunteers, and the public.

Monitors staff use of equipment and supplies of all supervised programs, living units, and other areas of control. This position is not assigned an annual budget but is responsible to ensure all living units adhere to an assigned monthly budget.

Performs other budget responsibilities as directed by chain of command.

Makes recommendations and presents justification for budgetary scope of operations for assigned living units, ADA, and other program areas under direct supervision.

Develops draft appropriation requests for the Associate Superintendent/Superintendent.

Monitors routine and unanticipated expenditures to develop strategies for funding inequities and to implement a plan to counter and/or minimize funding shortfalls.

Qualifications
What we need (required qualifications):
  • Two (2) years of college or equivalent credits from an accredited institution whose accreditation is recognized by the US Department of Education or the Council of Higher Education Accreditation, or foreign equivalent; and five (5) years of experience in adult or juvenile corrections providing case management services to incarcerated individuals, classification, and supervision of incarcerated individuals with one of those years being experience as a supervisor

Seven (7) years or more of broad based progressive managerial experience or administrative experience within an adult or juvenile corrections environment. (Broad based experience should include experience in one or more of the following job classes: Sergeant, Lieutenant, Captain, Correctional Unit Supervisor, Corrections Specialist 3 or 4, or similar job classes)
  • One (1) year experience in unit management, this includes case management, budget management, safety and security management, and sanitation management

Knowledge, Skills, Abilities:
  • Multi-disciplinary team processes as it relates to incarcerated individual classification, job assignments, and movement
  • Knowledge of the principals and practices of correctional administration to include, rehabilitation, attitudes, problems and behaviors, work requirements, institution sanitation, health and safety standards, roster management, and record keeping

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
