Description:

We are seeking an experienced Cost Estimator to support the Maryland Procurement Office (MPO) customer. This position will develop and present Life Cycle Cost Estimates (LCCE) and will have a strong focus on EVM for Multiple Defense Acquisition Programs.

This role resides in our SETA Divisionand reports to our Director of Program Communications. This position is on site in the Fort Meade area with no travel requirement.

We simulate adversaries and malicious actors to report details and actionable findings on critical assets and infrastructures. Core Responsibilities:
  • Analyze business and financial data to obtain a basis for decision making through application of modeling and measuring techniques and a variety of analysis methods
  • Collect, organize, analyze, and document data (including cost, programmatic, and technical data)
  • Apply analytic processes to data sets and provide solutions, including alternatives, to decision makers
  • Cost estimation and analysis including Life Cycle Cost Estimates (LCCEs)Advise on cost analysis and estimation
  • Develop cost estimation relationships and factors
  • Prepare and present briefings on cost estimation, LCCEs, analysis of cost, etc.

Required Skills and Experience:
  • BS/BA in Engineering, Operational Research, Cost Estimation, Mathematics, Finance, Economics, or Business Administration and 18 semester hours in quantitative analysis courses.
  • Minimum of five (5) years of Department of Defense (DoD) or Intelligence Community (IC) acquisition cost analysis/estimating experience (excluding EVM, cost performance report analysis, and cost proposal preparation experience) demonstrating progressively more responsible assignments. At least three (3) of the five (5) years must be on business major automated information systems.
  • Managed or provided leadership or direction for preparation of cost estimates.
  • Planned, developed, and documented a defendable, realistic LCCE as an Independent Cost Estimator (ICE), Component Cost Analysis (CCA), or Program Office Estimate (POE) within the DoD or IC.
  • Documented Cost Estimate and presented to a Program Management Office or Program Executive Office
  • Experience with development and analysis of a Cost Analysis Requirements Description (CARD) or IC Baseline Description (ICBD).
  • Research in the cost analysis field.
  • International Cost Estimating and Analysis Association (ICEAA) certification is DESIRED.

  • Travel: None outside local area; local travel very minimal
