Job Summary
The Council for Professional Recognition promotes improved performance and recognition of professionals in the early childhood education of children ages birth to 5 years old. The Council works to ensure that all professional early childhood educators and caregivers meet the developmental, emotional, and educational needs of our nation's youngest children. We are dedicated to fostering a supportive and inclusive environment where early childhood educators can thrive and grow. By providing resources, training, and advocacy, we aim to elevate the standards of early childhood education and ensure that every child receives the highest quality of care and education.
The Council is seeking a Senior HR Manager, focused on Employee Engagement, Relations, and Learning. As a Senior Manager in HR, you'll lead and implement strategies to foster a positive work environment, resolve employee issues, and drive employee development and engagement, ensuring alignment with organizational goals. The Senior Manager will be expected to solve problems with creative solutions and deliver outstanding results.
As a Senior Human Resources Manager focused on Culture and Values, you'll lead the development and implementation of HR strategies that foster a positive and inclusive work environment, ensuring alignment with the company's values and business goals and driving learning and development initiatives to support organizational goals. You will coordinate the implementation of people-related HR services, policies, and programs through the Human Resources team, and assist and advise company managers on Human Resources issues, supporting the execution of the organization's strategy.

Regularly required to sit/stand/bend/reach/move about office. May include occasional bending/stooping/squatting/pushing/pulling/moving (e.g., pack/unpack/move cases). Walking up/down stairs while carrying objects. Required to move/raise/reach/retrieve binders/books/boxes/files up to ten (10) pounds. Sporadically responsible for moving/raising/reaching/retrieving binders/boxes/cases/files weighing up to 25 pounds (assistance may not always be available).
Salary:
The salary range is $115k-$120k. This position is budgeted not to exceed $120k.

Responsibilities:
- Provide development and staff training that promotes internal growth opportunities for employees.
- Facilitates employee investigations, disciplinary meetings, and terminations.
- Ensures compliance with federal, state, and local employment laws and regulations.
- Maintain employee manual and all internal documentation pertaining to company policies and procedures.
- Stays updated on trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Monitors legal requirements and legislation, advising management on necessary actions.
- Cultivates and monitors company culture to support organizational goals and promote employee satisfaction and retention.
- Serves as backup payroll manager.
- Performs other duties as assigned.

- Develop and implement HR strategies aligned with organizational goals and values.
- Lead organizational change initiatives and coach leadership to promote a culture of empowerment, equity, and respect.
- Champion the Council's values across HR policies, practices, and culture initiatives.
- Plan and execute company-wide events and programs that reinforce business objectives and foster inclusivity and trust.
- Conduct regular culture audits and employee surveys to identify areas for improvement and drive strategic decisions.
Employee Engagement and Talent Development
- Design and implement employee engagement and well-being programs that improve morale, retention, and productivity.
- Use data and analytics to measure engagement, satisfaction, turnover, and retention-informing program decisions.
- Prepare and present reports on HR activities for the VP of People & Culture.
- Create and manage the People & Culture scorecard, tracking key HR metrics.
- Lead development and implementation of learning programs that provide career growth and skill-building opportunities.
- Implement performance management systems that support continuous improvement and align with organizational goals.
Employee Relations and Compliance
- Manage and resolve employee relations issues, ensuring fairness, consistency, and alignment with the Council's values.
- Employee dispute resolution.
- Advise and train managers on best practices in employee relations, conflict resolution, and policy interpretation.
- Conduct investigations and disciplinary processes in accordance with Council procedures and employment law.
- Ensure compliance with federal, state, and local employment regulations.
Learning & Development
- Plan training sessions for sensitive subjects such as harassment.
- Administrator of Learning Management System.
- Conduct ongoing learning needs assessments to inform training strategy.
- Oversee design, delivery, and evaluation of employee development programs.
- Utilize technology to enhance learning delivery and track effectiveness.
- Develop and manage the professional development budget and requests for funding.
- Oversee the tuition reimbursement program.
- Draft communications and promotional materials to inform staff about training opportunities.
Policy, Legal, and Analytics
- Develop, maintain, and communicate HR policies and the employee manual.
- Monitor legal changes and provide strategic input to ensure ongoing compliance.
- Analyze HR data and trends to support evidence-based decision-making.
Payroll
- Responsible for supporting payroll in the absence of the primary administrator.
- Serves as backup for payroll processing and compliance.
- Provides coverage and continuity for payroll activities.
Key Characteristics & Qualifications:
- Education: Bachelor's degree in organizational development or human resources. Master's degree preferred. Certification in Human Resources Management.
- Experience: 5-7 years of experience in employee engagement, talent management, employee relations, and learning and development.
- Characteristics: Strong organizational skills; excellent communication skills (verbal & written); proficiency in HR technology tools (e.g., ADP preferred); thorough attention to detail; project management experience; strong analytical & problem-solving skills; collaborative approach.
- Preferred Qualifications: experience in nonprofit sector.
