Duties * As required, plan, coordinate, schedule, and direct the efforts of USSOUTHCOM Operational Planning Teams (OPTs) in order to achieve the command's CD/CNT/CTOC strategic goals in the area of responsibility. * Represents USSOUTHCOM at meetings and briefs senior staff and high-ranking government officials concerning CD, CNT, and CTOC plans, policies, and agreements. * Develops and refines CD, and CNT doctrine, policy, and plans into usable products to support USSOUTHCOM. * Provides advice to senior staff and government agencies and develops the basis for resource allocation in support of national policy for CD, CNT, and CTOC. This position requires a high level of knowledge in interagency operations. * These complex missions require extensive planning, spanning the entire enterprise, while touching all levels of the joint process. Requirements Conditions of Employment * May be required to wear an electronic pager and maintain a working telephone at all times. * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. * This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time * This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. * This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. * This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. * This position is subject to screening and update of required immunizations. * This position is required to deploy with the USSOUTHCOM Area of Responsibility (AOR) on short notice (in under 24 hours) as directed by the Secretary of Defense in response to a Presidential Disaster Declaration (PDD). * This position requires you to work overtime to provide coverage on evenings, weekends, holidays, or special situations. Specialized Experience : One year of specialized experience which includes experience with DOD and SOUTHCOM strategy, policy and plans in future operations, to include CD/CNT/CTOC support, and Theater Security Cooperation (TSC) engagement; knowledge of CD program objectives, policies, operations and resource requirements to develop and evaluate operational plans. Experience in planning and development of exercise objectives and operations to ensure overall support of USSOUTHCOM missions with respect to crisis management preparedness, response, and recovery. High degree of skills and techniques required to identify, define, and perform detailed analysis on complex issues, situations and problems, and to develop practical plans, policies, tactics, techniques, and procedures. In-depth understanding of all issues and documents relating to Defense Support to Civil Authorities, and Joint Doctrine concerning future operations (to include CD/CNT support) AT/FP and combat support, Task Force operations as relating to terrorist incidents and natural disasters, DOD strategy and the process by which other primary agencies execute requests for assistance from DOD and the method by which that support is delivered. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
