Description
County Manager-Warren County Board of Commissioners seek an executive level leader to serve as their next County Manager. The individual will provide strategic direction to County operations and use innovative approaches to achieve County goals set forth by the Board. Success in this position requires effective communication skills and dynamic interpersonal skills to build and maintain internal and external relationships. The County Manager leads a team of department directors to carry out goals, objectives, and policies established by the Board of Commissioners. The position recommends and administers an annual budget of $42 million, oversees 350 employees, and holds executive-level responsibility for day-to-day management of the organization. The ideal candidate will have significant and successful local government experience and a demonstrated passion for public service. Warren County is governed by a five-member Board of Commissioners. The County operates under a board-manager form of government. This position is appointed by the Board of Commissioners, serves at the pleasure of the board, and works collaboratively with the Board to facilitate its vision for the community.

Warren County is located just north of the Research Triangle area and south of Virginia's Greater Richmond Area. The county is a gateway to the opportunities of nearby urban areas with an affordable cost of living. The county seat is Warrenton with a county population of approximately 18,700. Qualifications:
Requirements include a bachelor's degree in business administration, public administration or closely related field supplemented by at least eight (8) years of progressively responsible senior administrative work experience, including managing multiple programs/departments, staff, and budgets; or an equivalent combination of education, training, and experience. Master's degree in business administration or public administration is preferred.

If you have 5 years of service, you are 100% vested in the NCLGERS.
Special Separation Allowance
The Separation Allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC Local Government Employees Retirement System.

- People Management: Implement innovative approaches to improve employee performance, supervision, empower staff members in their role supporting county business, optimize day-to-day operations.
- Financial Management: Must have strong budgetary skills to ensure fiscal accountability. The position is responsible for budget development, revenue forecasting, and long-range planning to build and maintain the County's financial position.
- Communications: Must communicate concisely and provide transparency. Practice diplomacy and impartiality when working with various stakeholders. Work includes communicating with the media and making presentations. The position collaborates routinely with members of various governmental entities, board and committee members, private business, community groups, and residents.
- Operations Management: Oversees all public services and ensures the County is operating properly in the direction of the Board of Commissioners.
- Problem Solving: The position requires the ability to make sound decisions. Must be able to use data analysis tools and apply critical thinking skills based on logic and reasoning to prevent, mitigate, and/or resolve problems. Must use an effective collaborative problem-solving approach when working with a broad range of partners to resolve often complex and sensitive issues.
- Policy Development: Must review and update policies to reflect effective business practices that align with delivering quality services and support good governance. Must have strong comprehensive knowledge of local, state, and federal laws and guidelines.
Qualifications:
