Position Description
TARGET ENTRY SALARY: $81,615 - $ 85,695 DOQ
Under administrative direction, the Community Redevelopment Agency (CRA) Division Manager develops, administers, and implements the City's Community Redevelopment efforts, programs, and activities. May be assigned to Urban Planning and Information, Programs, or Projects. Plans objectives and goals for the division and administers daily activities.
This recruitment is for the Placemaking and Project Manager position.

A valid State driver's license is required.
American Institute of Planning (AICP) certification, Certified Economic Developer (CEcD), or Project Management Professional (PMP) is preferred.
Education and Experience:
Bachelor's Degree in Business or Public Administration, Economics, Urban Planning, Urban Design or a related field and five (5) years of professional level experience working in urban planning, urban design, community redevelopment, economic development, downtown development; OR an equivalent combination of education, training, and experience may be considered.

Placemaking and Project Manager
- Evaluates social, economic, demographic, and market data to analyze best means to attract, retain or expand businesses and/or industries within the redevelopment areas.
- Manages projects and programs to improve city operations; manages consultants, prepares correspondence, memos, studies, project proposals, reports, agenda items, presentations, and other items as required.
- Plans, directs, and conducts special studies and projects to determine community and department needs; researches and analyzes data to make recommendations of practical solutions; identifies and defines goals and objectives.
- Develops, coordinates, and implements special projects to make quality improvements; establish relationships with district stakeholders and communicated project deliverables.
- Confers, engages, and collaborates with City officials, employees of other City departments, vendors, and members of the general public; serves as a liaison between City government and various agencies.
- Prepares budget for projects; prepares, coordinates, and manages request for proposals (RFP), request for qualifications (RFQ), and contracts; reviews and approves requisitions, purchase orders, and invoices associated with the contracts.
- Monitors contracts, maintains consistent communication, and evaluates quality of work.
- Ensures projects progress is on schedule, addresses any delays, and resolves problems in a timely manner.
- Recommends changes in administrative policies, organization, programs, methods, and procedures to better the City and CRA department.
- Ensures projects meet program objectives by creating and implementing change management strategies, plans, and communications; conducts field evaluations and observations of existing public patterns as needed.
- Performs routine office work and other duties as assigned.
Minimum Qualifications
