Position Summary
This position serves as the Operations Director of the Wisconsin Crime Victims' Rights Board (CVRB). The Board is a statutorily created independent, quasi-judicial body with statewide jurisdiction to review complaints filed by crime victims who allege a violation of statutory or constitutional victims' rights by a public official, agency, or employee. Actions of the CVRB have widespread and considerable social impact on the provision of crime victim rights statewide by prosecutors, law enforcement, county victim witness coordinators, corrections and court officials and any public official, agency or employee with statutory duties to crime victims under Chapter 950 and the Wisconsin Constitution.
The Director is responsible for the administration, program coordination, and related management functions of the Board and has authority to formulate, determine, and implement Board management policies. The Director serves as the Board's public information official, records custodian, and investigator and has extensive contact with state and local public officials, employees, agency heads, and crime victims. The Director must navigate complicated and sensitive relationships with external contacts that may be distressed, adversarial, or uncooperative. The Director works independently to provide executive administration and coordination services related to sensitive and confidential Board matters, maintaining the statutory separation between the actions of the Board and the Department of Justice.
This position also functions as Policy Initiatives Advisor to the Executive and Deputy Directors of the Office of Crime Victim Services (OCVS) and is responsible for providing high-level analysis and recommendations to shape and advance internal policy initiatives related to crime victims' rights and services. The position assists with the development and implementation of major policy initiatives that involve internal and external stakeholders and interacts frequently with stakeholders to explain, develop, defend, or gain support for office and departmental initiatives. This position works in close coordination with OCVS Program & Policy staff to develop and implement victim service initiatives statewide. The policy advisor reports directly to, and works under the general direction of, the OCVS Deputy Director.
Salary Information
The Policy Initiatives Advisor position is in pay schedule and range 81-02. The starting pay will be between $46.05 - $51.85/hour. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan. A 2-year Career Executive trial period may be required.
Job Details
This position will be eligible to work remotely, reporting to the headquarters in Madison occasionally, including reporting on multiple consecutive workdays if needed. Travel to the headquarters is not eligible for travel reimbursement.
Travel Requirements: Occasional in-state travel will be required. Must be eligible to drive when required for travel.
The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

- Providing, implementing, or enforcing victims' rights within the criminal or juvenile justice process.
- Managing, coordinating, and/or operating a board, committee, council, or other cross-disciplinary work group.
- Drafting formal written determinations, decisions, remedies, reports, and/or recommendations.
- Direct supervisory or leadership experience, which may include but is not limited to, mentoring, coordinating, directing, facilitating, recruiting, hiring, promoting, transferring, disciplining, discharging, training, coaching, and/or evaluating.
- Experience building relationships and formally communicating with criminal justice stakeholders, which may include but is not limited to, district attorneys, law enforcement, judges, victim/witness coordinators, probation/parole agents, clerks of court, and/or elected officials.
- Education, training, or experience drafting, tracking, analyzing, and/or evaluating state or federal legislation or legislative proposals.
- Education, training, or experience conducting investigations and/or establishing probable cause.
