King County voters approved a nine-year property tax Crisis Care Centers Levy in April 2023 to fund the Crisis Care Centers Initiative (Initiative) from 2024 to 2032. The Initiative will create a countywide network of five crisis care centers, restore and expand mental health residential treatment beds in the region, and invest in the recruitment and retention of the community behavioral health workforce. Crisis care centers are a type of behavioral health facility that will have three core components: a 24/7 Behavioral Health Urgent Care Clinic, a 23-hour Crisis Observation Unit, and a Crisis Stabilization Unit. Crisis care centers, which will be competitively procured by DCHS and operated by behavioral health agencies, will use a "no-wrong door approach" and will endeavor to accept, at least for initial screening and triage, any person who seeks behavioral health crisis care. Crisis care centers will also be expected to coordinate with post-crisis follow-up services to ensure ongoing stabilization and supports for people who receive services at crisis care centers.

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Crisis Care Center (CCC) Community Engagement Liaison to build relationships between DCHS, system and community partners. This position will facilitate communication, partnerships, and collaboration to address community needs and public engagement related to crisis care center levy activities. This position will report to the CCC Strategic Planning Manager and work closely with other members of the CCC Team.

This position will support the community engagement efforts of the Crisis Care Center (CCC) Levy by working with community partners and members to ensure awareness of the levy and its initiatives. It will serve as a liaison between the community and the Department of Community and Human Services (DCHS), facilitating communication and collaboration to promote the success of the crisis care centers. Additionally, this role will help ensure that CCC operators are meeting their obligations, as outlined in the Implementation Plan, and effectively serving the community. This role requires strong community engagement, communication, and relationship-building skills, along with expertise in program coordination, policy implementation, problem-solving, cultural competency, public outreach, data tracking, and advocacy to ensure the success of the Crisis Care Center Levy and its initiatives.

WORK SCHEDULE/CONDITIONS: The position will be scheduled to work during core business hours which include Monday - Friday, 8 am - 5 pm. Job Duties

  • Plan and administer community engagement events to obtain community partner and public input. Events may include but are not limited to in-person community meetings, focus groups, listening sessions, and virtual meetings.
  • Summarize and analyze feedback gathered through community engagement activities and surveys.
  • Ensure that the Division authentically shows up to community partnership activities, including assessing accessibility needs, linguistic accessibility and addressing barriers to public participation.
  • Develop content to effectively communicate with community partners and the public through electronic newsletters, the department blog, and other digital platforms.
  • Ensure that community partnership efforts live up to King County's commitment to equity, race, and social justice.
  • Manage and monitor the allocation of public funds, ensuring ethical, transparent, and efficient use in alignment with government policies and organizational priorities
  • Contribute to the creation of high-profile written documents and/or other materials for broad internal and external distribution, including documents prepared for the King County Executive, King County Council, other elected officials, and a wide array of public audiences.
  • Represent the department in select community meetings.
  • Perform activities typical of a project manager:
  • Monitor scope, schedule and budget of contract or project and report results.
  • Produce high-quality and timely project deliverables.
  • Build strong relationships with internal and external partners.
  • Facilitate work groups and meetings.

Experience, Qualifications, Knowledge, Skills

  • Experience in planning and implementing events/activities that seek to gather information from diverse audiences.
  • Experience tracking, managing, documenting, analyzing, and reporting on public feedback from constituents, community partners, and jurisdictions for internal decision-makers and elected officials.
  • Demonstrated experience applying principles of equity and social justice in the design and execution of community engagement or community partnership strategies and events.
  • Experience and skill in giving presentations to large and small audiences of community members and service providers.
  • Demonstrated ability to develop and maintain collaborative partnerships with community partners, community members, and affected populations representing the full racial, ethnic, cultural, and geographic diversity of a community/region.
  • Ability to synthesize complex ideas and communicate them in an understandable way to others.
  • Knowledge of web and social media tools and analytics (such as Google Analytics, Facebook, Twitter, and Instagram).
  • Experience creating content for and coordinating the production of communication materials, such as FAQs, key messages, website content, handouts, mailers, posters, presentations, display boards, social media, and multi-media, to explain technical information in public-friendly and accessible ways and invite welcoming participation.
  • Acts as a responsible steward of public funds, ensuring transparent, ethical, and efficient financial management in alignment with government policies and community needs
  • Valid Washington State Drivers' License or a demonstrated ability to travel throughout the county in a timely manner.
  • Advanced knowledge of Microsoft Office.
