JOB SUMMARY

The CTM - Performance Management Data Science role is a strategic position designed to leverage data science methodologies to enhance teacher and leader performance management systems within HISD. This role requires a deep understanding of Power BI, with an emphasis on creating sophisticated data visualizations, dashboards, and reports to support decision-making processes. The ideal candidate will have significant experience in data cleaning and analysis, particularly within a K-12 educational setting.

MAJOR DUTIES & RESPONSIBILITIES

1. Power BI Expertise:
o Develop, maintain, and optimize Power BI dashboards, reports, and data models to support HISD's performance management team needs.
o Design and implement interactive data visualizations that provide insights into key performance metrics.
o Utilize advanced Power BI features, including DAX (Data Analysis Expressions) and Power Query, to create complex data transformations and calculations.
o Integrate data from various sources, ensuring seamless data flow and up-to-date reporting.

2. Data Management and Analysis:
o Clean, organize, and preprocess large datasets, particularly those related to K-12 student and teacher performance data.
o Perform advanced data analysis to identify trends, patterns, and correlations that impact performance outcomes.
o Collaborate with cross-functional teams to ensure data accuracy and consistency across all reporting platforms.

3. Collaboration and Communication:
o Work closely with district and department leaders as well as other stakeholders to understand data needs and provide tailored solutions.
o Communicate complex data findings and insights in a clear, concise manner to non-technical audiences.
o Provide training and support to team members on Power BI and data analysis best practices.

4. Project Management:
o Lead data science projects from inception to completion, ensuring timely delivery of insights that drive decision-making.
o Monitor and evaluate the effectiveness of data-driven initiatives, adjusting as necessary to meet organizational goals.

4. Perform other duties as assigned.

EDUCATION

Bachelor's degree in a relevant field (Data Science, Statistics, Computer Science, or a related field; direct proven experience with Power BI may be substituted for this requirement.) Master's Degree Preferred

WORK EXPERIENCE

  • Experience working with educational data systems and familiarity with K-12 district operations.
  • Certification in Power BI or related data science tools.

Knowledge of additional data visualization tools (e.g., Tableau) and programming languages (e.g., Python, R).

SKILL AND/OR REQUIRED LICENSING/CERTIFICATION
Proven experience with Power BI, including data visualization, DAX, and Power Query.
Strong expertise in data cleaning, particularly within a K-12 educational context.
Excellent problem-solving skills and attention to detail.
Ability to communicate effectively with both technical and non-technical stakeholders.
Experience in project management and leading cross-functional teams.
Strong teamwork and collaboration skills, with the ability to work effectively with individuals from diverse functional backgrounds.
Excellent communication skills, both verbal and written, enabling clear and concise information sharing.
Strong problem-solving abilities, with a logical and analytical mindset to address complex challenges.

LEADERSHIP RESPONSIBILITIES

Work Leadership. Regularly provides project management or team leadership to a group of two or more employees but does not have formal supervisory responsibility. Leading and directing typically involves monitoring work and providing guidance on escalated issues. Most of work time is spent performing many of same duties they are leading.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made on both routine and non-routine matters with some latitude but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.

IMPACT OF DECISIONS

Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience

COMMUNICATION/INTERACTIONS

Collaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements.

Ability to carry and/or lift less than 15 pounds.
