Duties Summary: The primary purpose of this position is to serve as the Policy and Standardization Program Support Specialist and Branch Chief for the National Guard Bureau Joint Staff Cyberspace Operations Division (J36). Responsibilities include, but are not limited to, interpreting and implementing policies, executing authorities, identifying program shortfalls/gaps, and developing guidance, standards, and processes for the division's mission that impacts the National Guard Cyber Forces. Serves as the recognized authority and primary advisor to the Cyberspace Operations Directorate on all Cyberspace Operations Division functions. Plans, develops, and directs advisory and services for the National Guard Bureau-wide program. Coordinates directly and on behalf of the J36 with the Air and Army National Headquarters, Joint Staff, Services, Combatant Commands, and Interagency partners on National Guard titles, authorities, and capabilities regarding cyberspace operations. Duties: * Applies expert analytical and evaluative skills to identify gaps and develops changes in authorities and policies that affect a wide range of cyberspace domestic and strategic issues that will continue to confront the National Guard's (National Guard) ability to respond and deter cyber threats using a whole of government approach. * Maximizes communication and collaboration with other cyber components, including but not limited to the Services, CCMDs, Interagency partners, SLTT, Allies and Partners, legislative bodies, and other offices. * Provides expert guidance and serves as a focal point to prepare NGB leadership up to the Office of the Chief National Guard Bureau (OCNGB) to participate in senior and national level briefings of conclusion at DoD and NGB and other key leader engagements. * Supervises civilian and military personnel. Plans work to be accomplished by subordinates, establishing schedules, and setting priorities for the Cyberspace Operations Division. Travel may include overnight stays. * Experience in the Legislative Affairs and Policy is highly desired. * Air Force cyberspace operations experience is highly desirable. * Must be able to obtain and maintain a Top Secret Clearance. * Position may perform other related duties as assigned. * May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. * This is a Centrally Managed position in the Operations Career Field. Qualifications Conditions of Employment (cont.): * This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety. Category II/Type 5 (Code 0) * Additional Duty: Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a duty requirement. Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of advanced management and organizational principles and practices for a variety of cyberspace programs, Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare; and a comprehensive knowledge of planning, programming, and authorities, guidelines, and processes; and a thorough understanding of Department of Defense and Agency and Army cyberspace recruiting, training, and mobilization processes to provide Senior leader's guidance as a part of short and long-range Agency and Army mobilizations, exercises, deployments, and similar operations planning efforts; Comprehensive knowledge of the legislative process to have a significant impact on National Guard cyberspace authorities in the homeland. The National Guard Joint Oversight Council process will have a significant impact on solutions to capabilities shortfalls for the National Guard domestic missions. Must have a thorough knowledge of Agency and Army program cyberspace goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Expert knowledge of available National Guard resources, capabilities, and cyberspace operations legally authorized under State Active Duty, T32, and T10 statuses to help guide defensive cyberspace security and response operations on-DoDIN and off-DoDIN networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Expert knowledge of the NGB and National Guard organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect National Guard-wide personnel. * Expert knowledge of the relationship of the various military entities involved in the overall planning and execution of cyberspace operations and the titles and authorities the forces can be mobilized for domestic and federal requirement. * Expert Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command-level plans and programs for conducting significant operations such as Offensive Cyberspace Operations, Defensive Cyberspace Operations to include internal Defense Measures and Response Actions, DoDIN Operations, Cyber Exercises; Cyber engagements with State Partners; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Enabled Air Superiority (CEAS), Information Operations, or similar operations. * High level of ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. * Knowledge of personnel management, EEO, safety and security regulations, practices and procedures. * Ability to communicate and collaborate effectively both orally and in writing, negotiate complex issues, and maintain highly effective working relations with organizations both inside and outside the National Guard, DoD, and its agencies, and the Federal Government. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
