Mission:

Quantum is currently seeking a Data Analyst to support its Force Development Programs and Priorities Division (FDR) team in the Headquarters Department of the Army (HQDA) G-8 Force Development organization at the Pentagon.

Responsibilities:
  • Provide analysis of programming data for the Program Objective Memorandum (POM) build, program reviews, and SPAR. Must have knowledge of Army fiscal data elements, the purpose and relationship of the data elements to conduct the data analysis, manipulation of data for analysis and the capability to use Microsoft Office products to combine data, summarize and produce Excel products. This also includes the capability to pivot data, use basic formulas, transfer data tables, relate data tables based on common elements and develop presentations.
  • Responsible for extracting data from Army systems and providing analysis of data and formulating displays of data. The Army systems include PROBE, cQUIP, Congressional Budget Justification Documents, FMS WEB, Weapons System Review data and the Army Equipping Enterprise System Modern (AE2S- M). Data analysis includes combining data from different systems, matching records and values using Microsoft Access and Excel, assessing funding profiles against historical funding profiles, current profiles and identifying RDTE and Procurement profiles that are not executable.
  • Perform work set verification analysis at Management Decision Evaluation Package (MDEP) and root level to ensure balance in AE2S-M and PROBE. This includes ensuring work sets that require a zero balance and those that require meeting a target value in EE PEG guidance.
  • Perform bill payer analysis to balance bills against bill payers across portfolios. This includes ensuring the justifications and impacts are sufficiently detailed to provide what is supported by the additional funding and the impact of the reductions in terms of procurement quantities, acceleration impacts, reduction impacts and impact on the operational force.
  • Perform analysis to identify deltas at KEY4 level between AE2S-M and PROBE. This includes assessing the audits for new positions and identifying unplanned decrements and increases not submitted by the EE PEG in previous work sets and validation that work sets submitted were posted to PROBE.
  • Provide draft taskers based on FDR tasking guidance for EE PEG AE2S-M COAs and the FYDP Review for approval by FDR government lead.
  • Assist FDR with performing data integrity checks. This includes ensuring records are complete for fiscal code.
  • Assist with quality control of Director Reviews; conduct quality control checks of Portfolio briefings and provide reports of analysis. Analysis shall include recommendation for changes to any and all briefings and presentations formats. Quality Control includes reviewing Line-Item Number quantity records and identifying accounts that are expected to have quantities that do not, complete, and consistent DOES and DOES NOT statements in the Directors' Review slides in AE2S-M, appropriately detailed impact statements and funding justification statements for Unfunded Requirements and Overseas Contingency Operation funding requests.
  • Attend all FYDP Review workbook kickoff meetings, document decisions/guidance and track thru the workbook process and provide independent analysis of issues to determine if an issue is policy, process or data related.
  • Assist FDR in the collection, recording and assessment of the Army Acquisition Objective data from key stakeholders based on published G-3 FM guidance and Force Development operating procedures This includes assessing all LINs for AAO data, AAO status and providing draft inputs to amend the AAO report based on AAO approval documents from G-3 FM and DCS, G-8 for FDR government approval. This also includes tracking staff actions for amending AAO to include Basis of Issue Plan actions, Joint Capabilities Integration and Development System documents, SPAR AAO approvals, Army Requirements Oversight Council approvals and DCS, G-8 approvals.
  • Support the data collection for Overseas Contingency Operation funding to support special initiatives and named operations for the programming year and FYDP. This includes tracking the EE PEG requests from EE PEG, through PAE and at ASA (FMC) to ensure EE PEG has the most current OCO request data and track and report all changes.

Requirements:
  • Current SECRET clearance required.
  • Bachelors or Master's degree. Have a minimum of FOUR (4) years of experience and expertise in Force Development (or equivalent duties. Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands. Equivalent experience with other government or Defense agencies/services is also acceptable.
  • Familiarity and/or experience with acquisition and programming (to include budget exhibits).
  • Have superior skills in Microsoft Excel to enable manipulation of large amounts of data.
  • Must be able to work within a team environment, as well as independently.
  • Must be able to communicate effectively with team members, government personnel, and senior Army leadership.
  • Strong work ethic and ability to multi-task/manage multiple priorities.
