OPCS Vice Presidency Context

Operations Policy and Country Services (OPCS) plays a pivotal role in achieving the WBG's vision and mission, to create a world free of poverty on a livable planet. OPCS is at the center of operations and delivery and serves as the back-office for the WB's Managing Director for Operations (MDO). The VPU helps foster links between the Global Practices and the Regions, while assisting frontline staff in delivering results to clients through sound operations policy and procedures. OPCS develops and oversees the WB's operational policies and procedures for country strategies, lending operations, advisory services and analytical support, financial management, procurement, and environmental and social safeguards. OPCS is also responsible for modernizing operations instruments (lending and non-lending) to help the WB become more responsive to country needs.

The Operations Management Unit (OPSOM) is mapped to the OPCS Vice President's Front Office and plays a central role in providing support to the VP, MDO Office and the Operations Complex on lending projections, pipeline management, corporate policy commitments monitoring, portfolio management, and data analytics. OPSOM is also responsible for the curation, validation, reporting and dissemination of key operational data to various stakeholders, including the Board.

OPSOM is seeking a highly motivated and dynamic Data Analyst to be responsible for collecting, processing, and analyzing large datasets to drive informed business decisions and growth. The primary duties will include gathering data from various sources, ensuring data quality and integrity in an ethical manner, developing reports and dashboards including web-based interactive visualization tools such as D3 and Tableau, and presenting insights to stakeholders. The work requires close collaboration with cross-functional teams to identify best practices, modifications needed, data integration and harmonization, trends, patterns, and opportunities for process improvements.

The ideal candidate will possess strong analytical and technical skills, proficiency in data analysis tools and programming languages (R, Stata), familiarity with AI-assisted programming and AI tools necessary for the defined tasks, demonstrated ability with database systems such as SQL and NoSQL and related approaches to large scale computing, and excellent communication abilities to translate complex findings into actionable insights through data visualizations and story telling. Familiarity with development of AI tools in a safe and ethical manner is a strong requirement, especially for large language models.

Among other assignments, the successful candidate will lead the Sectors & Themes coding process, OECD reporting, support the curation and validation efforts associated with the production of the Annual Reports, and perform advanced forecasting modeling with the operational datasets. This position will involve frequent interactions with various teams, including Regions, Verticals, and ITS. At OPSOM, the selected candidate will play a crucial role in driving our AI enabled data initiatives and have the opportunity to work with cutting-edge AI technologies.

Duties & Accountabilities

The responsibilities will include, but not be limited to:
Be a key team member of the Central Coding Team reviewing Sector/Theme codes assigned by the Central Coding Team and responding to and resolving tickets raised through the Central Coding Platform's ticket management software.
Lead OECD reporting, including gathering inputs, overseeing Stata or R program execution, aligning Climate Co-Benefits, and addressing potential problems.
Reconcile data across platforms, Operational Workspace, Standard Reports, Analysis in Excel, and Central Coding for Sectors and Themes (S&T), including adaptation and mitigation theme codes.
Understand operations data for pipeline and portfolio, able to assess trends, and master interlinkages between approvals, closings, restructurings, additional financing to perform projection analyses that feed into Budget document and develop predictive/generative AI solutions to enhance decision making.
Conduct in-depth analysis of operations data, as needed, and contribute to regular reporting, including presentations for Operations Updates to the Board, WB Operations Weekly Update, budget documents, and other specific operations topics, including on portfolio performance and pipeline management.
Collaborate with ITS, Climate, GPs/Verticals, and other teams to identify improvements to the Bank systems relevant to corporate reporting and operational data.
Possess high capacity to conceptualize innovative products and create R, Stata, Python, or any programming language to respond to the request.

Selection Criteria

This position requires the following technical and operational skills:
Master's in a relevant discipline (Economics, Business Analytics, Finance, Business Administration, Social Sciences, or other related field with strong computational or quantitative elements) and at least two years of relevant professional experience.
Familiarity with World Bank operations (project cycle), Sectors and Themes Taxonomy, preferably through experience in a Region, Global Practice or OPCS.
Full proficiency and hands-on experience with analyzing large datasets, ability to work quickly in Excel, particularly with creating data models and visuals using more advanced concepts.
Good familiarity and ease of working with the Bank's data systems and tools including Standard Reports, Analyze in Excel (AE), Analysis for Office (AO), BI, and the Operational Workspace.
Experience with coding, and working in R, as well as STATA.
Good oral and written communication skills; strong ability to translate technical content into plain language; capacity to prepare reports and presentations using Word and PowerPoint; proficiency in data visualization.
Upholds high standards of ethics, transparency, reproducibility, and data security.
Solid understanding of the components of data quality and the fundamentals of data management.
Demonstrated client orientation with the ability to respond effectively to internal and external client requests and set priorities for self and others.
Strong interpersonal skills, collaborating and working across boundaries; Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem solver.
