The Data Analyst will work as an expert advisor on a wide range of analytics and performance management initiatives related to public safety. The Data Analyst will use data, strategic planning, and innovation to measure performance to continuously improve the programs and services delivered by the various divisions within the Department of Emergency Services, including 9-1-1, Emergency Medical Services, Public Safety Communications, Animal Control and False Alarm Reduction.

Essential Job Functions

  • Provide expert leadership and advice in the development and review of the Departments annual performance plans, including the development of strategic objectives and key performance metrics, and determine service delivery success.
  • Collect, analyze, report on, and provide visualization of key performance data for the Department, divisions, and initiatives to communicate data driven insights.
  • Provide subject matter expertise on data analysis, business intelligence tools, data visualization and systems analysis and design.
  • Collects and interprets quantitative and qualitative data and works with Department management staff and public safety partner agency leadership to identify areas of improvement and concern.
  • Evaluate the effectiveness of select programs and services, and coordinates with Department management staff to design on-going improvement plans for programs and services.
  • Use critical thinking abilities to find solutions to complex challenges presented by the data.
  • Design work plans, tools, and templates to facilitate well communicated, efficient and productive performance management processes.
  • Participate in the development and analysis of dashboards on a variety of data elements to help analyze performance in priority areas for public safety agencies.
  • Examine and develop a variety of background information for use in presenting factual and statistical data for special projects and/or reports.
  • Participate in the design, planning, preparation, implementation, and follow-up for Department performance management meetings.
  • Perform an on-going review of administrative work being done to ensure that performance improvement needs are being met.
  • Research administrative matters, gather facts, define and explores problems, and initiates and maintains contacts necessary in the completion of assignments.
  • Analyze public safety data using statistical techniques, implementing and maintaining databases, gathering data from primary and secondary sources, identifying, analyzing and interpreting trends from the data.
  • Use statistical data to make recommendations on budget expenditures, policy documents including emergency response related policies.
  • Review projects to ensure quality control and provide guidance to resolve problems and keep assigned project on schedule.
  • Participate in training and coordination of work programs with inter-County agencies and outside interests. Participates in local and regional coordination meetings with response partners and stakeholders to share and update common data.
  • Ability to apply specialized analysis and statistical analysis as appropriate to projects to discern relevant issues and facts and formulate appropriate recommendations.
  • Coordinate studies and projects with various divisions and public safety partners as necessary; make referrals and follow through on actions with agencies, as necessary.
  • Assist in formulating and implementing budgets related to the development and maintenance of data bases, data mapping / tracking / visualization projects, data enhancement, and statistical / mining tools.
  • Respond to inquiries from the public, government officials, fire/EMS officials, vendors, attorneys, and others in requesting County statistical information.
  • Provide critical information planning support to the Emergency Operations Center (EOC) when it is activated.
  • Review and manage external and internal public safety related data.
  • Maintain an extensive knowledge of relational databases, data integration within the CAD system, public safety services.
  • Build expertise and technical knowledge among co-workers as well as internal and external customers.
  • Establish operational procedures, standards and maintain quality assurance and control standards on data analysis related function.
  • Perform related work as required.

Qualifications, Knowledge, Skills, and Abilities
Education and Experience:

Bachelor's Degree in analytics, statistics and information management, computer modeling, mathematics, or related field. A combination of education and experience within the data analysis profession, preferably with an emphasis on public safety, may be substituted. Three years of statistical analyst experience required.
Must be able to demonstrate technical expertise in formulating database designs, data models, data mining skills / tools and segmentation techniques. A solid grasp of reporting techniques, databases (SQL and no-SQL), programming experience, database languages and spreadsheet tools are essential.

Must possess a valid driver's license.

Knowledge, Skills and Abilities:
  • The principles, concepts and techniques of data modeling, data mining and segmentation techniques.
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Knowledge of statistics and ability to use statistical packages for analyzing datasets (Excel, SPSS, SAS etc.)
  • Strong knowledge of reporting packages (Business Objects etc.), databases (SQL etc.), programming (XML, JavaScript, or ETL frameworks)
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc.)
  • Knowledge of Microsoft Power BI office products.
  • Understanding of methodologies and processes for managing large databases, relational databases. Addressing and metadata standards.
  • Develop and manage a functional or project budget.
  • Maintain records and prepare related reports and correspondence.
  • Interpret and apply applicable industry standards, rules, regulations, best practices.
  • Communicate effectively orally and in writing, including public presentations.
  • Establish and maintain effective working relationships with others encountered in the work including internal and external customers.

PHYSICAL DEMANDS

The work is sedentary with frequent periods of light physical activity. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; use fingers to operate computer or typewriter keyboards and requires the ability to speak normally and to use normal or aided vision and hearing. Must demonstrate a state of physical and mental health consistent with the ability to perform assigned duties.
