EDP Systems and Programming Analyst I: $95,209.92 - $114,622.56 annually.
EDP Systems and Programming Analyst II: $104,436.80 - $125,881.60 annually.

The Position
Under general supervision, this role involves conducting professional data analysis from various sources. Responsibilities include extracting, transforming, and loading data to prepare it for use, writing queries to obtain necessary data, and generating insightful reports. The position requires designing engaging displays such as dashboards, charts, graphs, and infographics to facilitate understanding of the data. Additionally, it involves creating automated routines to streamline data collection and interpretation, as well as implementing and testing backup and recovery plans to protect the integrity of the data. Related duties may also be assigned as needed.
We are currently recruiting to fill one full time vacancy. Remote work is permitted but onsite work in Santa Barbara, CA is required when needed (typically 2-5 times per year; lodging/travel expenses are not provided). Employees of the County must reside in California. At this time, this position is not eligible for visa sponsorship. Examples of Duties
Collects, compiles, processes, analyzes, and interprets data from various sources. Designs, administers, updates, and implements data query, extraction, translation, interface, and loading scripts; creates easy-to-use automated routines to streamline data collection and extraction. Creates and implements dashboards, charts, graphs, tables, infographics, and other data displays. Maintains data quality by creating and implementing data cleansing processes; performs routine maintenance procedures; troubleshoots problems; reindexes and updates data. Identifies and interprets data trends and patterns as they relate to the organization. Researches, designs, and configures databases and data systems; researches emerging database and data system technologies; tests new and upgraded systems. Administers, operates, maintains, and upgrades existing databases and data systems; checks for database consistency and addresses errors; monitors performance. Creates and manages tables, indexes, and related systems and processes. Designs and implements backup and recovery plans; tests backup plans and performs database restores as needed. Analyzes collected data and transforms it into a format that others can easily interpret. Prepares technical, administrative, and other reports for organizational leadership to use in a business setting. Collaborates with other employees, including engineers and programmers, to determine areas of improvement in relation to data; recommends and administers collaborative solutions; implements integrations and interfaces between data systems. Stays current with emerging technologies and trends in the field of data analysis. Ensures compliance with laws and ordinances pertaining to data security, computer systems, applications, and associated infrastructure operations and activities. Within assigned areas of accountability, represents the department to outside agencies and organizations; participates in outside community and professional groups and committees; provides technical assistance as necessary. Researches and prepares technical and administrative reports; prepares written correspondence. Builds and maintains positive working relationships with co-workers, other District employees, and the public using principles of good customer service. Performs related duties as assigned.
Employment Standards
Completion of 24 quarter/18 semester units of college level courses in the principles and methods of systems analysis, systems design, computer program design, computer programming using a language utilized by the hiring department, and information system technology, and two years of experience writing business application programs; or, A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities. Knowledge of: principles and methods used in analysis and development of data processing applications; principles of systems and procedures analysis; uses and limitations of data processing applications; principles of information entry, storage, and retrieval; programming languages applicable to systems in use; current developments in data processing; operating capabilities of common hardware configurations; principles and techniques of computer programming; basic math to develop simple equations in programming applications and to estimate costs of systems; and basic principles of electronic data communication.
Ability to: define problems, collect and analyze data, validate conclusions, and make recommendations; modify and write programs for efficient applications; write instructions and procedures; write systems and programming documentation; prepare clear and concise memos and written reports; identify and take corrective actions to solve problems in programs and production systems; communicate on technical issues with individuals with varying degrees of computer familiarity; apply advanced programming languages and programming tools; establish and maintain effective working relationships with users and others contacted in the course of work; read and interpret technical instructions used for such tasks as coding and operating systems; organize work and set priorities to meet deadlines; work within prescribed time constraints.
Additional Qualifications: Employment in this job classification requires successful completion of a background investigation, may require the possession of a valid California Class C Driver's License and the availability to work off hours on occasion for emergencies.

Selection Process
Review Application to determine applicants that meet the employment standards. Supplemental Questionnaire Ranking: Applicants who meet the employment standard will have their responses to the supplemental questionnaires evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by the scored supplemental questions. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
Completion of a 12-month probationary period is required.
