I. DESCRIPTION OF SERVICES

Texas Department of Family and Protective Services requires the services of 3 Data Analyst/Report Writer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Data Analyst/Report Writer 2, Data/Database Administration and the specifications outlined in this document for the Texas Department of Family and Protective Services.

ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Department of Family and Protective Services and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Family and Protective Services will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Worker is responsible for performing data quality analysis and data governance work. Work involves implementing and expanding the Office of Data and Systems Improvement's (ODSI) data governance capabilities across the DFPS enterprise.

This role may also be responsible for the following:
Develops, prepares, and produces statistical reports, charts, tables, analyses and other statistical data deliverables for the agency, external entities, and for use in DFPS publications and internal and external agency websites.
Serves as a liaison between technical staff and agency program staff regarding issues concerning planning, use, and utilization of Informatica's Intelligent Data Management Cloud.
Provides data governance, data cataloging, and enterprise data quality subject matter expertise.
Provides analysis and review of existing DFPS Data Governance Framework policy and planned activities.
Provides analysis, develops, and reviews of future Comprehensive Child Welfare Information System (CCWIS) policy, plans, and planned activities.
Develops project documentation, provides technical assistance to customers, and develops and maintains functional and technical specifications.
Organizes and conducts internal and external meetings or workgroups for ongoing analysis, evaluation needs and projects.
Develops data related policy and procedures.
Provide guidance to others as needed or requested.

II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 4 Required Knowledge of the Data Management Association (DAMA) Book of Knowledge (DMBOK) best practices in data management and data governance. 4 Required Knowledge of enterprise data management practice and theory. 4 Required Knowledge of data stewardship best practices. 4 Required Knowledge of data models, database design development, and data mining. 4 Required Knowledge of data processing practices and theory. 4 Required Experience in evaluating technical data and develop logical conclusions. 2 Required Knowledge of relational databases. 2 Required Skills in using Informatica's Intelligent Data Management Cloud (IDMC), and specifically in Cloud Data Governance and Catalog (CDGC) at an enterprise scale for data inventory and stewardship purposes. 2 Required Skills in working with business glossaries and data dictionaries. 2 Required Skills in policy review and development. 2 Required Experience with analyzing functional/design requirements and developing solutions to implement the requirements. 2 Preferred Knowledge of Comprehensive Child Welfare Information Systems (CCWIS) requirements
III. TERMS OF SERVICE

Services are expected to start 04/16/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 768 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Family and Protective Services. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 4900 N. Lamar Blvd, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Family and Protective Services will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Family and Protective Services.
V. OTHER SPECIAL REQUIREMENTS

Vendors must not include their company names or logos in the Worker's resumes or the worker's personal contact information. A candidate's skills matrix and Candidate Acknowledgement Form must be attached to the resume submission. Please ensure Worker's immigration status is clear for the Purchase Order (PO) term disclosed in this solicitation. We do not have the ability to write client letters. Worker Reference Form (Form B) may be requested before a contractor selection is completed. If references are requested, they must include e-mail addresses and telephone numbers for each reference listed. Two of the three required professional references must include managers or project managers from prior engagements.

In order to assist in quickly acclimating the contractor to DFPS/ITS, they will be required to attend a virtual onboarding session and to physically pick up agency issued equipment in Austin, TX on their first day of contract. There will be additional appointments and blocks of time that the contractor will need to attend during their first week of assignment. Rescheduling of these events may result in the contractor's start date to be delayed.

Candidates selected for this opportunity may be required to physically attend meetings in Austin, TX, with minimal notice.

Candidates currently residing outside of the State of Texas, will be required to relocate to Texas, if selected for this position and the offer is accepted.
