Summary of Position:
The IT (Information Technology) Data Architect is a member of the Information Technology Division and reports directly to the Director of Information Technology. This position demonstrates expertise and leadership in student information systems (SIS), state and federal data compliance reporting, and data governance for the organization. This position must have a mastery of problem-solving and systems/process analysis to advise and motivate staff, review process and troubleshoot complex issues to meet deadlines, and interface with supervisors and administrators at all levels of the organization. This is a supervisory position that oversees one employee.
Qualifications:Education and Experience 8+ years experience in analyzing, transferring, cleaning, summarizing, and reporting student demographic data Bachelor's degree or higher preferred or an equivalent combination of education and experience Professional or Other Required Certifications Completion of the PIMS certification tracks through the PDE (Pennsylvania Department of Education) data quality curriculum

Duties and Responsibilities:
- Supervise the Information Technology Data Clerk, including communicating clear expectations, monitoring progress, and evaluating performance.
- Act as a leader, teacher, facilitator, and information source to staff and regarding information systems and PIMS.
- Assist in the development of policy and procedures in areas that directly affect the PIMS collections for the organizations which are not limited to child accounting and data governance.
- Be active in PIMS submissions and other data systems as they evolve within the organization.
- Supervise the staff for required training and data quality meetings.
- Consult and provide professional development related to data privacy, confidentiality and security, as well as and lead staff with district data systems including student information systems, Special Education tracking systems, human resource systems, etc.
- Develop and lead training on Data Privacy, Confidentiality, and Security Practices.
- Stay apprised of and train data staff on knowledge of current PIMS, School Code and Basic Educational Circulars pertaining to Child Accounting and Attendance.
- Interact with representatives from local, state and federal systems, providing expert feedback on issues and changes needed, attending conferences and presenting as needed.
- Apply management, policies, processes, and procedures for structuring data.
- All other duties as assigned by Director of Information Technology.
Job Skills:
- Advanced knowledge of PIMS, Student Information Systems (SIS), and State and Federal compliance reporting.
- Provide oversight and responsible for assisting with data collection, analysis, troubleshooting, correcting, and submitting data required for PIMS reporting.
- Mastery of the process for submitting statewide reports by cleaning, processing, and analyzing data.
- Mastery in the ability to motivate clerks and other users to troubleshoot issues and meet deadlines, including interaction with supervisor for complex issues.
- Leverage database structures, online applications, and database importing/ exporting to build reports and data tables.
- Mastery of problem solving and systems/process analysis skills; work independently and with no assistance.
- Mastery of data manipulation in spreadsheets for complex cleanup, trouble shooting and reporting, including macros and advanced calculations.
- Complete experienced in PIMS Administrator Certification and all modules of the state data curriculum.
- Provide consulting and professional development related to local, state and federal deadlines.
- Develop reporting deadlines for internal systems and data, independently based on local, state and federal deadlines.
- Develop policy and procedures in areas directly affected by the organization in reporting.
- Independently adapt to organizational, system and development changes.
- Independently create accurate documentation for new or changed procedures/situations interfacing directly with local, state and federal stakeholders.
