The Municipality of Chatham-Kent has an opening for a temporary full-time Data Engineer in the Information Technology & Transformation division. This temporary full-time opportunity is for a period up to April 2027.

Job description

The Data Engineer works with a team of Data, Integration & GIS professionals, within the Information Technology & Transformation (ITT) Division. ITT has a leadership role as a steward and architect of data for the Municipality of Chatham-Kent. The Data Engineer is committed to maximizing data opportunities, ensuring data access is embedded throughout the Municipality of Chatham-Kent.

The Data Engineer is the technical expert responsible for designing and implementing the data platform and tools that exploit the value of the Municipality of Chatham-Kent's enterprise data and information assets. The Data Engineer plans and leads the development and implementation of data systems that enable departments, divisions, and external stakeholders to achieve their goals and objectives.

The Data Engineer builds and manages the data platforms and pipelines that enable efficient and reliable data integration, transformation, and delivery for all data users across the Municipality of Chatham-Kent, and external partners.

Essential responsibilities
  • Demonstrate Chatham-Kent's core values and competencies
  • Designing, developing, and maintaining the infrastructure and systems required for data storage, processing, and analysis, including:
    • Designs and develops data pipelines that extract data from various sources, transform it into the desired format, and load it into the appropriate data storage systems
    • Designs, implements and manages data warehouses, lakehouses and other big data solutions
    • Integrates data from different sources, including databases, data warehouses, APIs, and external systems
  • Transforms raw data into a usable format by applying data cleansing, aggregation, filtering, and enrichment techniques
  • Optimizes data pipelines and data processing workflows for performance, scalability, and efficiency
  • Takes authority, responsibility, and accountability for exploiting the value of enterprise information assets and of the analytics used to render insights for decision-making, automated decisions and augmentation of human performance.
  • Apply knowledge of data science and related technologies to Municipal Department or Division plans and objectives, making recommendations to decision-makers, including solutions, options, and prioritizations
  • Move forward initiatives and innovative approaches to support, enhance and improve customer satisfaction through the application of data science and data analytics
  • Pilot emerging data science technologies such as Artificial Intelligence, Machine Learning and Deep Learning.
  • Develop policies and provide guidance regarding the appropriate and effective use of data; assessing and applying ethical principles to the collection, maintenance, use, accessibility and dissemination of data and information
  • Monitor, research, and evaluate emerging technology directions, identifying and recommending the appropriate software and solutions
  • Foster a strong network of peers in other government and post-secondary organizations
  • Monitor research directions and innovations from post-secondary intuitions, think-tanks, and international agencies
  • Synthesize data science research and scientific literature into information that Municipal practitioners and the general public can understand and use
  • Support open and transparent government through data sharing and collaboration initiatives, such as Open Data
  • Support Municipal Data Governance Committee and working groups activities and initiatives
  • Identify data sources and undertake data acquisition to support and improve analytics and reporting
  • Identify and catalog municipal data assets, including assessment of data access opportunities and constraints, including confidentiality requirements
  • Advocate for better data and information resources
  • Develop a data training program for the Municipal organization.
  • Design, evaluate, and deploy solutions within the organization's security principles, policies, and guidelines

Essential qualifications
  • A graduate degree specializing in computer science, data science, software engineering, or data analytics or a related field and related experience
  • Strong understanding of Municipal business and services provision
  • Experience in a variety of data management disciplines, including data integration, modeling, optimization and data quality, and other areas directly relevant to data engineering responsibilities and tasks.
  • Experience designing and implementing modern data architectures and concepts such as cloud services (Azure) and modern data warehouse tools (Snowflake, Databricks) and platforms (MS Fabric).
  • Experience developing and maintaining data warehouses and other big data solutions.
  • Experience with data science and programming languages and tools such as Python, SQL, R, etc.
  • Experience with database technologies such as SQLServer and Oracle
  • Experience to collaborating within and across teams of different technical knowledge to support delivery and educate end users on data products.
  • Knowledge of cybersecurity and privacy best practices and how to apply them in respect to this position, including data security, data privacy and data lost prevention, are required.

Other qualifications
  • Professional designations such as Microsoft Certified: Fabric Analytics Engineer, Azure Data Scientist Associate, Azure Solutions Architect Expert, or other Big Data, Data Management, and Data Science related certifications.
  • Experience with Microsoft Purview or other Data Governance Platforms
  • Experience with Profisee or other Master Data Management Platforms

Certifications, memberships, licenses
  • DAMA (Data Management Association) International Membership
  • ITIL v4 Foundations certification (within 3 months of employment).

Work environment/hours of work
  • This position works indoors
  • This position works weekday, occasional weekend and evening hours, as well as on-call after hours and on weekends.
  • Required to be available outside normal business hours to assist with major incidents

Working Remotely

This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.

This position may be required to attend on-site meetings in order to complete essential responsibilities of the role. As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice. Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.

Background check requirements

Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: police criminal record check, education/certification verification, and employment reference check.

Benefits

This temporary full-time position has an hourly wage of $63.531 to $74.735 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.

When internal employees are applying to temporary vacancy and want to maintain their permanent status: positions posted as "temporary" may be filled with permanent employees (full-time, part-time and call-in) who want to keep their permanent status provided their ability to be released to a temporary position is reviewed and approved with their current manager/supervisor before submitting an application.
