The Data Services and Quality Manager is essential in bridging data management with the operational and strategic needs across the university, ensuring vital departments like Human Resources, Academic Affairs, Admissions, Advising, and Financial Aid have the data they need to function effectively. By providing Human Resources with accurate payroll data, supporting Academic Affairs with necessary accreditation information, equipping Admissions and Advising with insights for recruitment and retention, and enabling the Financial Aid department to allocate resources efficiently, this role underscores the foundational importance of data in sustaining the university's core missions of teaching, learning, and student support. This collaborative engagement not only fosters departmental efficiencies but also enhances the university's ability to achieve its strategic objectives, maintain accreditation standards, and ensure a vibrant academic community.

The Data Services and Quality Manager is entrusted with the comprehensive oversight of multiple data repositories, including Argos, which encompasses more than 1,800 live reports. Their responsibilities extend to aiding over 30 academic departments by providing essential data to meet accreditation requirements, thereby ensuring the institution's adherence to high standards of academic excellence and regulatory compliance.

Central to this role is the stewardship of the institution's data infrastructure. The Data Services and Quality Manager is tasked with the development, maintenance, and enhancement of multiple data reporting systems. This includes ensuring the integrity, security, and efficient processing of university data across various platforms. Through their expertise in programming and data analysis, the manager not only troubleshoots issues and refines data processes but also crafts
comprehensive reports that inform policy decisions and guide the institution's strategic trajectory.

A key aspect of this position is the collaboration with the Office of Technology to facilitate seamless data integration and transfer between diverse information systems, employing APIs and other sophisticated integration techniques. This collaborative effort is pivotal in maintaining a unified and efficient data ecosystem that supports the operational and strategic needs of the university.
Examples of Duties

Data Management and Quality Assurance: - 20%

• Responsible for designing and implementing a comprehensive data management strategy that encompasses regular audits, validation processes, and adherence to data governance standards.
• By closely monitoring the data lifecycle, from collection to storage and dissemination, they ensure that all data stored and accessed through the university's data repository systems are both accurate and reliable.
• This role demands a proactive approach to identifying and mitigating potential data inaccuracies or vulnerabilities, thereby safeguarding against data breaches and ensuring compliance with relevant privacy and security regulations.
• Through strategic leadership, the manager fosters a culture of excellence within the data management team, emphasizing continuous improvement and innovation in data quality assurance practices

Reporting and Analytics: - 20%

• Responsible for spearheading the development and execution of sophisticated SQL queries to mine, analyze, and synthesize data, thereby underpinning institutional planning, policy development, and strategic decision-making processes.
• This role involves a deep understanding of both the technical landscape and the institutional context to craft and manage a comprehensive reporting and analytics framework.
• The incumbent will design, implement, and oversee a suite of customized reports and interactive dashboards tailored to the nuanced requirements of diverse internal and external stakeholders.
• By leveraging advanced data visualization tools and analytics methodologies, the manager ensures that these reports and dashboards provide actionable insights, facilitating informed decision-making across the university.

Workflow Automation: - 20%

• Responsible for architecting and advancing automation strategies to revolutionize data collection, analysis, and reporting workflows within the institution.
• This entails a hands-on approach in designing and deploying sophisticated automation solutions, leveraging state-of-the-art tools and scripting languages to enhance data processing efficiency and accuracy.
• The manager will identify opportunities for automation across the data lifecycle, from initial data ingestion to final report generation, aiming to significantly reduce manual intervention and elevate data workflow scalability and reliability.
• This role involves conducting a comprehensive evaluation of existing processes to pinpoint inefficiencies and bottlenecks, subsequently designing tailored automation frameworks that align with the institution's strategic data management goals.

User Support and Collaboration: - 20%

• The individual will serve as a liaison between the UAIR and various campus stakeholders, embodying the critical bridge for data and analytical collaboration.
• This responsibility demands a nuanced understanding of the diverse data needs across the campus, coupled with the ability to translate these requirements into sophisticated, actionable data queries and insightful reports.
• The manager plays a strategic role in not only responding to immediate data requests but also in proactively identifying opportunities for leveraging data to support institutional goals, thereby enhancing decision-making and policy development processes.
• A key aspect of this position involves the cultivation of strong, collaborative relationships with stakeholders across departments, understanding their unique challenges and objectives, and providing tailored data solutions to meet their specific needs.
• The manager is tasked with developing and leading comprehensive training programs aimed at enhancing campus-wide data literacy and promoting a culture of data- informed decision-making.
• This involves designing curriculum, workshops, and resources that address varying levels of data proficiency among faculty, staff, and administration.

Team Leadership and Development: - 20%

• The individual is entrusted with the visionary leadership and development of a dynamic team comprising junior data analysts, student employees, and graduate assistants.
• This leadership involves a strategic approach to team management, emphasizing not only the oversight of day-to-day operations but also the cultivation of a professional growth environment that aligns with the overarching goals and objectives of the university.

Typical Qualifications

Education:

• Master's degree in Economics, Statistics CIS, Computer Science, Mathematics, Student Affairs/Student Personnel, Higher Education or related fields preferred. Bachelor's degree required.

Experience:

• Minimum of five years in database management, data analysis, and reporting, ideally within an academic setting.
• Advanced proficiency in SQL with extensive experience in database platforms such as Oracle, SQL Server, and MySQL. Familiarity with data automation tools and scripting languages, including Python and R, is essential.
• Demonstrated ability to lead projects efficiently, prioritize tasks effectively, and manage a team. Exceptional analytical and problem-solving capabilities. Excellent interpersonal communication skills, with a proven ability to work collaboratively across diverse teams, including technical staff, faculty, and administrative leaders.
