Purpose and Scope:
Under general supervision of the Vice President of Workforce Development and Community Engagement, the Dean of Workforce and Community Education will ensure compliance, development of positive long-term relationships with business and industry representatives. Will support and strengthen relationships with business and industry to address workforce needs and assist with talent supply and demand. This position will provide leadership and supervision to industry sector partnerships and initiate workforce solutions for business and industry. Plans, implements, and manages integrated community education services and associated programs and activities for Southeast New Mexico College. Establishes goals and objectives, designs curricula, and develops administrative policies and procedures for program activities; acts as the programs primary point of representation and liaison with community businesses, organizations, and agencies on workforce and community education matters.

Duties and Responsibilities:
- Plans, develops, and integrates various non-credit education programs and services; analyzes and interprets community education needs, and works with faculty and community representatives in the establishment and integration of community education concepts and objectives.
- Oversees, administers, and facilitates multiple grant-funded community services and educational outreach programs for Southeast NM College.
- Serves as principal point of liaison for educational programs and services offered off-campus by the unit; works with community agencies in the negotiation and administration of contracts, and in the planning, development, implementation, and evaluation of programs and services.
- Grant writing and oversight: Sources and prepares grant proposals, manages contracts and grants for various projects, prepares grant reports.
- Oversees all facets of the daily operations of the Workforce and Community Education Department, ensuring compliance with Southeast NM College, state, and federal laws, policies, and regulations.
- Oversees all facets of daily interactions with the specified student population, ensuring compliance with relevant domestic and/or foreign laws, regulations, policies, and procedures.
- May assist in the annual budget planning process and regularly monitors expenditures.
- Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals.
- Represents the SENMC Workforce and Community Department at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
- Leads, trains, and oversees the work of a team of student employees engaged in related activities; may supervise or provide functional oversight to other staff employees.
- May assist in determining locations and coordinates scheduling of facilities for Workforce Training.
- Ensures opportunities for business and industry to assist with the development of training programs to include: apprenticeships, internships, job shadowing and work-based learning.
- Builds and maintains productive relationships with public-sector, private-sector and non-profit employers to create career pathways for future talent.
- Builds and maintains strong partnerships with economic development entities, chamber organizations and other workforce development agencies to ensure alignment and execution of collaborative workforce strategies to include: Talent Pipeline Management.
- Provides oversight and management of industry sector partnerships and any workforce solutions and/or outputs that result from industry sector input.
- Collaborates to maintain accurate SENMC program presence on the New Mexico Workforce Connection website.
- Gathers information for additional funding opportunities to support workforce solutions and programming.
- Gathers labor market information, talent demand and skills requirements and translating data into meaningful information to create workforce development strategies.
- Administers development and manages a database of employers and/or industry representatives and maintain regular communication through appropriate channels.
- If needed may prepare formatted reports for supervisor to consist of: a) short-term and long-term planning for Workforce Development, b) weekly progress and next steps for short-term projects, contact information for involved parties, c) monthly progress and next steps for long-term projects, contact information for involved parties
- Assists the President and SENMC Foundation Board with fundraising and development, specifically in regard to business, industry, and community partners.
- Performs miscellaneous job-related duties as assigned.
