General Statement of Duties

Assigned to a specific department without its own internal technology support staff to serve as the primary liaison between County IT staff and the department for department specific and County IT initiatives and business process improvements; routinely utilizes own subject matter expertise (SME) of the department's operations, processes, and technologies; identifies operational challenges, bottlenecks, redundancies, etc. and identifies technology solutions to maximize the department's operational processes and staff's productivity; performs other duties as assigned.
Essential Duties
The Department Business Analyst will provide analytical and project management support for Geographic Information Systems (GIS) and Supervisory Control and Data Acquisition (SCADA) projects. The position involves working across multiple divisions and departments to manage the adoption and integration of new technologies, develop relevant impact metrics, and create and maintain detailed project information. The successful candidate will work closely with users to understand their data needs, document workflows and manage technology adoption. The role requires strong collaboration, documentation, and analytical skills.
The successful candidate will be expected to:
Minimum Qualifications
Completion of relevant college level coursework in assigned department's operations and technologies; and th ree (3) years of relevant experience with increasing levels of complexity and responsibility; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities.
Additional Information
This position reports to the DPU Main Office at 4305 East Parham Road.
The successful candidate should possess the following skills:
Valid driver's license to perform assigned duties at various department and duty related locations as needed.
A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

The successful candidate will be expected to:
- Work with various divisions and departments to gather and understand business requirements related to technology projects and initiatives for the Department of Public Utilities.
- Facilitate communication and collaboration among stakeholders to ensure alignment and successful implementation of technology solutions.
- Works closely with departmental leadership and assists as liaison with County IT
- Analyze, develop and maintain comprehensive documentation of new and existing workflows and processes to support various technology systems and system integrations.
- Assist in efforts to adopt and integrate new technology solutions within the department.
- Researches and recommends enhancements to currently deployed solutions
- Facilitate the development of user requirements.
- Utilize technical tools to support departmental operations
- Work closely with project leaders to coordinate technical resources for system enhancements and implementations
- Identifies and tests system enhancements
- Provide assistance to system users
- Evaluate new technology for applicability and enhanced effectiveness
- Evaluates and prioritizes requests for new requirements, modifications and enhancements to existing systems
- Generates reports on request for departmental needs
- Acts as liaison between users and technical staff to resolve issues
- Work with technical staff to develop relevant training materials
- Provides technical support and training to users of installed software
- Develops and provides technical updates and documentation for staff on new services and systems
- Stays well-informed of technology trends and changes
- Provides assistance to other staff as needed
- Serves on technical committees and undertakes special projects as assigned.

- Demonstrated ability to discover, validate and assess customer needs and architect solutions.
- Experience with ESRI ArcGIS Platform and related products
- Knowledge of SCADA systems
- Excellent oral and written communication skills
