Under the supervision of the Director of Community Services, the incumbent prepares and maintains department budget; produces financial reports for council and advisory boards; manages staff in budget and fiscal units in the department including payroll, accounts payable, and some administration services; recommends fiscal strategies to adapt to changing needs; performs the most complex accounting functions; and performs other related work as assigned.
The incumbent will work a City of Stockton 9/80 schedule: 8:00 a.m. - 6:00 p.m. Monday through Thursday; and 8:00 a.m. -5:00 p.m. Fridays, with every other Friday off.

CLASS CHARACTERISTICS
This is an at-will classification that manages the department's budget, finance, and some administrative staff. The classification is distinguished by its administrative responsibilities for financial activities and encompasses a wide variety of fiscal, administrative and business management responsibilities in the department. The incumbent is responsible for developing goals and objectives, supervising staff, administering the department's annual budget, and financial operations while maintaining close coordination with City administrative, budget and financial services. Assignments allow for a high degree of administrative decision making in their execution.

Possession of a Bachelor's degree from an accredited four (4) year college or university with major course work in accounting, public administration, business administration, finance or a closely related field and five (5) years of senior management or supervisory experience in accounting, financial management, or budgeting, preferably in a public agency or governmental setting. Experience in municipal finance, and public agencies or governmental settings is highly preferred. A Master's degree and possession of valid California registration as a Certified Public Accountant (CPA) are desirable.

- Serves as Finance Officer for assigned Department with responsibility for all department financial operations and interactions with the Administrative Services Department.
- Develops and coordinates the implementation of goals, objectives, policies, and procedures for the City and the assigned Department; prepares and administers the department annual budget.
- Plans, organizes, assigns, directs, reviews and evaluates the work of assigned staff; selects personnel and provides for their training and professional development; assures department compliance with City policies, grant requirements, and applicable state and federal regulations relating to finance.
- Provides professional assistance to department staff on financial and related matters in areas of responsibility.
- Implements policies, procedures, and systems pertaining to budgeting, financial recordkeeping, controls and reporting; provides comprehensive financial management services and solves varied budgeting, accounting, financial reporting and collections problems.
- Conducts or coordinates financial and other studies; develops and reviews reports of findings, alternatives and recommendations.
- Manages staff responsible for the purchase, storage and issuance of supplies, materials and equipment used by the assigned Department.
- Manages staff responsible for the maintenance of department property records and inventories.
- Makes presentations of the department financial status and operations; when directed, represents the department in meetings with governmental agencies and professional, and business organizations.
- Monitors developments related to finance and accounting matters; evaluates their impact upon the department's financial programs and recommends and implements policy and procedural improvements.
QUALIFICATIONS
Education/Experience
