Job Description
About DTMB:
The supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
About this position:
The Systems and Facilities Specialist is the sole position responsible for overseeing the new Customer Relationship Management System (CRMS) located in the Space Coordination Section. This system ensures that project timelines and customer service scores meet and exceed expectations for all State of Michigan Agencies that the DTMB Real Estate Division serves. This position will represent the division on the section's most advanced and/or sensitive projects to procure, maintain and decommission office furniture systems and personnel relocation plans based on the needs of state agencies, typically with substantial budget implications. Further, this position will serve DTMB as agency representative, collaborating with project managers within the Real Estate Division on space planning and leasing projects needed within the department.
This position monitors section portfolio and work with project managers and management to ensure that production timelines and communication expectations are being met and exceeded. This specialist manages advanced and sensitive space planning projects on behalf of the division and in collaboration with the Manager, Division Director, Administration Director and/or Department Director, by serving as a design professional providing design and space programming services to State agencies for projects of a sensitive or high-visibility nature. This specialist will also provide input and guidance and serve as a mentor to other Space Coordination staff on their assigned projects and monitor design projects assigned to design professionals through the project tracking and customer relationship management system. This position ensures that departments meet all state regulations as set forth by the Bureau of Construction Codes. Key to this position is the development and maintenance of Standard Operating Procedures (SOP) specific to the Real Estate Division Space Coordination Processes, process mapping visualizations, document templates, and business practices for the use of all division employees and for complex space projects serving all other agencies in the procurement and maintenance of office space. This position is the department liaison for relating the division's policies and procedures by interfacing with state agencies and public entities. Assists Manager and Division Director in meetings and addresses select emails and assignments as requested. Additional functions include providing cost estimates for large, complex, and unique multiple-department, multiple-building projects, with substantial budget impact, managing contractors, and approving invoices.
This position requires extensive knowledge of project management systems, processes, and best practices as well as strong communication skills, strong knowledge of State and DTMB policies and procedures guiding space planning, State building and construction codes, leasing practices, ADA, and Health & Safety requirements; knowledge of the economic, social, political, and business conditions in the state; applying knowledge and expertise of the legislative process and governmental organization and structure; knowledge and expertise of department policies, procedures, rules, and statutes.
