General Information
Under the direction of the Ames City Assessor; the Deputy Assessor assists the Assessor with managing all aspects of the office including the assessment process, supervising appraisal and clerical staff, administrative duties, fieldwork data collection and valuations.

Compensation Philosophy:
The City of Ames has a compensation philosophy for our merit salary ranges that provides growth for employees as they gain experience and expertise in their roles. The minimum pay of each range is intended to reflect an employee's qualifications that meet the position's minimum requirements. The median of any range is for an employee who can reasonably meet all expectations of the position responsibilities without initial or extensive training. The City may consider a candidate's education, experience, and skills that are above the minimum requirements when considering a salary closer to the median. The median salary for this position is $119,260.

Examples of Essential Job Functions
Examples of Essential Job Functions: The following duties are typical for this position but are not to be construed as exclusive or all inclusive. Other job-related duties associated with this position may be required or assigned. All duties and responsibilities to be completed with a very high degree of accuracy and detail while conforming to all statutory laws, policies, and office procedures. Assist with all property appraisals and assessments including classification, sales analysis including determining and reviewing non-useable transaction codes (NUTC), land pricing and analysis, data collection and review and reconciliations, all to obtain valuations for property tax purposes. Assist with administrative duties by reviewing and communicating office policies to staff, monitor staff progress, counsel staff as necessary and inform the assessor of staff conduct both positive and negative. Oversee accuracy of data on annexations, plats, splits, and combinations and conduct quality control checks to ensure consistency in the valuation process. Review income and expense statements to determine value for Section 42 parcels Aid in determining eligibility for credit and exemption applications, tax exempt applications and classification of parcels within the jurisdiction. Monitor all credits and exemptions for correct implementation, expirations and valuation changes each year to ensure accurate reporting on the abstract and recon report. Assist with informal and/or formal appeals for Board of Review, Property Assessment Appeal Board and District Court. Take minutes for meetings as directed Interact with the public, other co-workers, supervisors, and public officials or offices in a congenial, courteous and professional manner. Understand that it is in the best interest of this office to cooperate at all times with the public, other co-workers, supervisors, and public officials or offices. Answer questions from or give responses to the media only as directed by the Assessor. Ability to run the office in the absence of the Assessor for an extended length of time. Any other work as assigned by the Assessor.

Supervisory Responsibilities: Assist with the supervision and training of the staff including data collection, work assignments, evaluations, disciplinary actions according to the policies and procedures of the City Assessor's office. Inform the Assessor of any staff conduct issues both positive and negative.

Qualifications
EMPLOYMENT STANDARDS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Required Education and Experience: Associate degree (A.A.) or equivalent from two-year College or technical school; or 12 to 18 months related experience and/or training; or equivalent combination of education and experience. Knowledge of Microsoft Office programs, including but not limited to Outlook, Excel, Word; or equivalent software programs. Must be on the Iowa Department of Revenue's list of candidates for Assessor or Deputy Assessor. Preferred Education and Experience: Working knowledge of Vanguard CAMA software, ESRI software (ARCmap/ARCreader), Beacon/Schneider and Tyler (Incode) software. Working knowledge of appraising or assessing commercial and industrial type properties. ICA Designation or IAAO Designations strongly desired or the desire and ability to acquire the ICA designation. Licenses and Certificates: Must possess a valid Iowa Driver's License The employee must be able to comply with the requirements established by the Conference Board to receive mileage reimbursement and drive a motorized vehicle to various locations to measure and list property and attend classes or conferences. Knowledge, Skills, and Abilities Necessary to Perform Essential Functions: Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or correspondence, and procedure manuals. Ability to effectively present information and respond to questions from a group, manager or superior, clients, customer, and the public. Must have excellent communications skills, including written, verbal, and listening. Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference and fundamentals of geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to use and read a tape measure. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardizations exist. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Selection Process:
