Job Summary
The Deputy Chief, Construction Management for the Draw 1 Bridge Program is a senior MBTA executive assisting the Chief of Program in the delivery of the Authority's Draw One Project on schedule and within budget. The Deputy Chief will define and articulate a vision for the successful development and execution of the delivery of this program and oversee and direct the efforts of MBTA construction staff, as well as outside consultants, to deliver the over $1 billion Draw One Program.

The Deputy Chief will assist the chief of program in setting the overall project vision and strategy, aligning with MBTA objectives and project goals, establishing clear project parameters and decision-making frameworks, managing stakeholder expectations and maintaining positive relationships with clients, designers, contractors, and other key parties.

The Deputy Chief must be adept at solving complex technical, program and management issues, and equally adept at obtaining internal and external stakeholder acceptance of project technical decisions. Must be particularly skilled in developing an integrated management team and in working across departments to effectively support this program while minimizing impact to the day-to-day operation of the commuter rail system. The Deputy Chief will coordinate with the Chief of Program to set strategic priorities, develop performance goals and metrics, apply innovative strategies to deliver project on budget and within cost.

Duties & Responsibilities

  • Lead and manage the construction of the overall project, ensuring alignment with MBTA Project Goals, stakeholder expectations, and technical requirements.
  • Oversee the coordination of multiple teams, including designers, engineers, contractors, subcontractors, and other stakeholders to ensure smooth project delivery.
  • Represent the Chief of Program when required as the key decision-maker in resolving issues related to construction, design, procurement, schedule, and budget.
  • Ensure the project complies with local, regional, and national regulations, including environmental, safety, and construction standards.
  • Oversee and manage environmental commitments made during the NEPA process and implement mitigation measures to minimize the impact of construction activities.
  • Encourage the use of innovative construction techniques, technologies, or materials that could improve project outcomes, reduce costs, or accelerate timelines.
  • Address unforeseen design and construction challenges (e.g., geological surprises, material shortages, labor issues) with creative and effective solutions to keep the project moving forward.
  • Regularly monitor project progress against key performance indicators (KPIs), such as budget, schedule, safety, and quality targets.
  • Provide solutions and direct staff to implement solutions when project is facing budget or schedule risks.
  • Prepare and deliver regular reports to executive management, clients, and stakeholders, detailing project progress, risks, and financial standing.
  • Manage and resolve conflicts or claims arising from contract disagreements, design changes, or construction delays.
  • Ability to adapt to changing project dynamics and make informed decisions
  • Works in close collaboration with Railroad Operations and other organizational elements of the MBTA to insure cross-functional coordination of project activity with operational outcomes, day-to-day maintenance, finance and administration requirements.
  • Hires, directs, maintains, and leads a team of project delivery leaders, project managers, project coordinators, resident engineers, inspectors and other technical and administrative professionals who, collectively, manage and/or oversee the efforts of third-party engineering, architectural and construction firms providing design and construction services under contract with the MBTA.
  • Ensures that construction activity is internally coordinated with MBTA operations and maintenance functions, and project management actions adhere to procurement and fiscal policy and practice.
  • Collaborates with stakeholders including customers and members of the public, state and local elected officials, and federal and state regulatory agencies including the Federal Transit Authority (FTA) on planning and execution of assigned projects and the mitigation of associated issues.

Minimum Requirements & Qualifications

  • Bachelor's Degree in Engineering, Architecture or Construction Management.
  • Minimum of twelve (12) years of experience in leading and managing large bridge and/or tunnel construction programs and projects in the public and/or private sectors.
  • Minimum of seven (7) years of related experience in a supervisory capacity.
  • Registration as a Professional Engineer
  • Demonstrated success developing realistic and attainable project budgets and schedules.
  • Demonstrated experience working collaboratively with local, state, and federal agencies and governance boards.
  • Effective organizational, analytical, confidentiality, multi-tasking and time management skills.
  • Leadership experience communicating with customers, employees, vendors, contractors, designers, elected officials, community leaders, and state and federal officials. Proven ability to effectively respond to media inquiries.
  • Proven track record of collaboration, transparency, and effective communication.
  • Superior written communication skills worthy of a senior executive.
  • Effective organizational, analytical, multi-tasking, and time management skills.
  • Demonstrated ability and tact to work horizontally and vertically across organizational boundaries to assist project delivery leaders and project managers in resolution of variances in cost and schedule.

Preferred Experience and Skills
  • Master's Degree in Engineering, Architecture or Construction Management.
  • Experience in managing multiple inspection and rating contracts for commuter rail, transit, highway, andbridges.
  • Experience in managing large bridge and tunnel repair or rehabilitationcontracts of $500M and larger
  • Familiarity with FTA, FRA, MBTA and MassDOT rules and regulation regarding project delivery, environmental requirements and permitting.

Substitutions Include

  • Masters degree in engineering, Architecture or Construction Management substitutes for two (2) years of general experience.
