Job Summary
The Deputy Chief of Project Controls will lead a team providing comprehensive Project Controls and Project Management Information System support to Engineering and Capital Division's project managers and teams across all construction project delivery departments within the Division. The Deputy Chief and staff are responsible for assisting program and project managers deliver the Authority's multi-billion-dollar Capital Investment Plan (CIP) with the goal of achieving cost-effective on-time delivery of Capital projects. The scope of responsibility for this position will include the development, implementation and enforcement of project control policies, practices and information technology software systems to support the execution of projects and the interests of the MBTA consistent with Federal requirements and industry best practices. This position coordinates closely with the Capital Support Contract Services group which includes the Change Order Management group.

This position involves coordination with the senior management from MBTA Engineering and Capital Division delivery groups and other Departments including but not limited to, Capital Finance and Accounting, Capital Planning, Information Technology and operating departments. This will ensure that the MBTA's interests are supported thru the execution of project controls practices mandated by the Authority and in conformance with the MBTA standards/policies, Federal requirements, and industry best practices. It will also include conducting public meetings, performing staff reviews, program project control report reviews, supervising management personnel, and ensuring that MBTA Department project control documentation and reporting requirements are being adhered to.

Duties & Responsibilities

  • Develop and maintain the MBTA project control manual, policies, standard operating procedures, staff roles and responsibilities through the Project Control Director, Deputy Directors and Senior Managers.
  • Lead the configuration, testing and maintenance of Project Management Information Systems including Trimble Unity Construct and Oracle Primavera P6 Enterprise Project Portfolio Management software.
  • Oversee Project Controls and Project Management Information Systems staff development, training and performance reviews.
  • Oversee schedule,budget and cost control through all phases of capital project administration to assist in the on time and within budget completion of projects. This will include budget development, cost tracking, schedule review, risk analysis, value engineering, earned value analysis and updates on estimates at time of completion.
  • Analyze all schedule related contract change proposals to provide recommendations for project management approval.
  • Assist in updating Authority manuals and standard operating procedures, including the MBTA Project Manager's Manual; Quality Assurance Manual; Resident Engineer's Manual; Contract Administration Policies and Procedures; and MBTA Directives, as required.
  • Collaborate in proactively identifying and resolving unfavorable project trends.
  • Organize and prioritize workload, be proactive in identifying project controls needs/requirements.
  • Prepare quarterly and monthly reports for active capital projects through the use of data visualization software with data sources from financial management systems, Oracle Primavera p6 EPPM and other related data sources.
  • Prepare project controls related correspondence and presentations utilizing Microsoft Word, Excel, Database and PowerPoint.
  • Work independently within broadly defined objectives in addressing complex tasks in a time-sensitive environment. Follow up on actions required while seeking guidance as necessary.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner consistent with the Authority's Customer Service quality standard. Supervise and manage a team of individual employees who are members of a collective bargaining unit(s).
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Drive a company or personal vehicle to attend off-site meetings, as required.
  • Perform all other duties and projects that may be assigned.

Supervision
  • Lead a team of twenty (20) or more Project Controls staff members consisting of a Director, Deputy Directors, Senior Managers and Project Controls Analysts. Management of Project Controls professional service providers that provide a range of services including Value Engineering, Constructability Reviews, Risk Analysis and workshops, Independent Construction Cost Estimates, complex Time Impact Analysis, and staff augmentation.
  • Lead a team of sixteen Project Management Information System members consisting of a Senior Director, Director, Deputy Director, and System Administrators.


Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Business Administration, Engineering, Construction Management or related field.
  • At least ten (10) years of experience in project controls and project management information system experience for major construction projects.
  • Seven (7) years of experience of related experience in a supervisory role.
  • A valid driver's license.
  • Demonstrated success managing staff in the performance of project controls and project management information system administration.
  • Demonstrated success developing subordinates through effective leadership and the setting of realistic, but challenging goals.
  • Strong data base management skills.
  • Working knowledge of Microsoft Word, Excel and PowerPoint applications.
  • Effective written and verbal communication, organizational, analytical, time management and interpersonal skills.
  • Proven track record of collaboration, transparency, and problem-solving skills.
  • Ability to effectively communicate with customers, employees and vendors.
  • Excellent customer service and conflict resolution skills.

Substitutions Include

  • A master's degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.
