We are currently looking for a Deputy Chief, Safety Policy to join our team!
Roles and Responsibilities:
- Collaborate with the SVP and CSO to understand the overarching safety goals and objectives of the agency. Ensure alignment of ASMs initiatives and strategies with these goals.
- Facilitate the development of comprehensive safety policies, procedures, and processes that align with industry standards, regulatory requirements, and the specific needs of NJ TRANSIT.
- Review and implement existing organizational policies, procedures, process flows, protocols, and record-keeping practices across all units within the ASM.
- Engage with leaders, managers, and staff members from each unit within the safety management department to understand their current practices, challenges, and areas for improvement. Identify gaps, inconsistencies, redundancies, and inefficiencies in the existing systems and processes. Determine the specific needs and requirements of each unit to ensure alignment with safety objectives and regulatory standards.
- Develop a comprehensive framework that outlines standardized organizational structures, arrangements, roles, responsibilities, policies, procedures, process flows, protocols, and record-keeping practices to be implemented across all units within the Agency Safety Department
- Liaise, collaborate and engage with all relevant NJ TRANSIT business-operational units, Office of Emergency Management, IT, HR, NJTPD, community stakeholders and officers, other transit agencies, as well as state, federal and local agencies/committees including but not limited to Federal Railroad Administration, (FRA), Federal Transit Administration (FTA), Occupational Safety and Health Administration (OSHA), Public Employee Occupational Safety & Health (PEOSH), Federal Motor Carrier Safety Administration (FMCSA), New Jersey Department of Transportation (NJDOT), United States Department of Transportation (USDOT).
- Work closely with different operational units within NJ TRANSIT to understand their specific safety needs, challenges, and priorities.
- Engage with regulatory agencies and committees at the state, federal, and local levels to ensure compliance with safety regulations and standards.
- Participate in regulatory inspections, audits, and reviews, and proactively address any compliance issues.
- Implement systems for monitoring and evaluating safety performance, such as safety audits, inspections, and incident investigations. Use data-driven insights to identify areas for improvement and measure the effectiveness of safety initiatives.
- Establish accountability measures to ensure that employees adhere to safety policies and procedures. Implement mechanisms for reporting safety concerns or near misses and follow up with appropriate corrective actions.
- Monitor the issuance of new safety-relevant federal, state, and local regulatory and policy requirements is crucial for ensuring NJ TRANSIT's compliance and maintaining a proactive approach to safety management.
- Monitor the issuance of new safety relevant federal, state local regulatory and policy requirements, their distribution to relevant business and operating units and coordinating agency safety departmental responses as required.
- Establish systems for tracking compliance with new regulatory and policy requirements across NJ TRANSIT. Monitor progress in implementing necessary changes and address any non-compliance issues promptly.
- Continuously review and refine processes for monitoring and responding to new safety requirements to enhance efficiency and effectiveness. Solicit feedback from stakeholders and incorporate lessons learned from past experiences.
- Coordinate with various departments within the agency safety department and other relevant units to formulate appropriate responses to new regulatory and policy requirements by conducting impact assessments, developing action plans, and assigning responsibilities for implementation.
- Completes all safety related projects as assigned by the Sr. Vice President & Chief Safety Officer

Education, Experience and Qualifications:
- Bachelors Degree in Occupational Health and Safety, Transportation Safety, Safety Compliance or equivalent.
- Advanced Degree is desirable.
- Ten (10) years of progressive experience managing agency wide safety initiatives andworking with Federal agencies.
- Knowledge and experience working with federal and state regulatory agencies, such asFederal Transit Administration (FTA), Federal Railroad Administration (FRA) and NJDOT.
Knowledge and Skills:
- A thorough knowledge of management skills; technique; safety concepts and procedures; excellent communicationleadership, organizational, analytical, and interpersonal skills are required.
- Knowledge of applicable regulatory safetyrequirements.
- Ability to communicate and interact on behalf of Executive Team with a wide range of constituencies andstakeholders in a diverse community.
- Ability to work collaboratively across all levels of leadership and management
Certificates, Licenses, Registrations:
- Certified Safety Professional (CSP)- Desirable
- Certified Industrial Hygienist (CIH)-Desirable
- OSHA 30-hour General Industry Training Desirable
- US Department of Transportation/TSI Transportation andSecurity Program Certificate - Desirable
- World Safety Organization (WSO), Certified Safety andSecurity Director (CSSD) Desirable
- Incident Command Systems Training (ICS) - Desirable
