Description
The purpose of this position is to provide executive-level support to the County Administrator in overseeing the daily operations of county government, implementing policies set by the council and County Administrator, and ensuring efficient and effective delivery of public services. This position provides leadership, strategic direction, and administrative oversight across multiple county departments, ensuring alignment with the county's goals and objectives.

Examples of Duties
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Sets strategic direction and goals for the county; establishes broad organizational policies and procedures; works with leadership to implement policies and directives.
  • Assists with providing overall management and development of operating and capital budgets for the county. Reviews and approves expenditures and needs throughout the year.
  • Assists in the preparation and oversight of the county's annual budget and financial policies.
  • Interprets, explains, and applies applicable laws, regulations, and policies; makes sound decisions in accordance with applicable guiding measures.
  • Develops and maintains internal and external relationships. Participates in a variety of meetings, committees, task forces, or related groups to communicate information regarding services, programs, areas of opportunity, and other information.
  • Ensures compliance with local, state and federal regulations.
  • Lead special initiatives and intergovernmental projects to advance county goals.
  • Coordinates with elected officials, departments, and community stakeholders to address county priorities.
  • Negotiates and manages contracts with external parties as necessary.
  • Serve as acting County Administrator in their absence.

Typical Qualifications
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree from an accredited institution of higher education required.
  • Master's Degree in Public Administration, Business Administration, or other relevant advanced degree is highly preferred; more than eight years of relevant experience is requested for those without an advanced degree.
  • Minimum of eight (8) years of progressively responsible experience in local government administration. At least five (5) years in a senior leadership role such as an administrator/manager, deputy administrator/manager or assistant administrator/manager experience is needed for consideration. An equivalent combination of education and experience may be considered.
  • Strong understanding of public policy, government operations, and budgeting.
  • Excellent leadership, communication, and organizational skills.
  • Ability to manage multiple projects and initiatives simultaneously.

SPECIAL CERTIFICATIONS AND LICENSES:
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
