Job Summary and Essential Functions

Under the direction of the County Engineer, this position typically provides management and supervision of Engineering Department staff; develops and utilizes best practices; seeks process improvement through numerous human and technological resources; and deals courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:
  • Manages and oversees County staff for plan review of subdivision and site development projects and inspections of roads, drainage and stormwater construction, bonding and roadway and drainage acceptance.
  • Coordinates with the Planning and Zoning Department on subdivision and site development projects.
  • Provides leadership and management for the day-to-day operations of the department, ensuring sound judgement in technical and fiscal decisions.
  • Assists the County Engineer in the development and management of the Engineering Department budget.
  • Interacts with the public to resolve complaints.
  • Ensures accurate records are maintained.
  • Reviews project reports, plans, and other submittals for compliance with County regulations, requirements, and needs.
  • Observes and inspects construction activities and projects for compliance with contract requirements.
  • Serves as department representative on A/E projects, prepares design contract scope, participates in A/E selection and fee negotiations, and acts as liaison and coordinator.
  • Evaluates problems, develops and implements solutions, and makes independent decisions.
  • Supervises and evaluates employees assigned to the department.
  • Consults with other departments on civil engineering matters regarding design, construction, operation, and/or maintenance.
  • Represents the department and Berkeley County at public hearings and meetings.
  • Interacts with a variety of governmental, industry, business, and citizen groups.
  • Performs other duties as assigned.

Minimum Requirements to Perform Work

  • Bachelor's degree in Civil Engineering, Management, or closely related field; Master's Degree preferred;
  • Professional Engineering (PE) license in South Carolina required;
  • Seven (7) years of related engineering experience required;
  • Three (3) years of supervisory experience required;
Special Requirements:
  • Must have and maintain a valid driver's license for South Carolina with safe driving record;
  • Departmental testing may be administered during interview;
  • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
Knowledge, Skills and Abilities:
  • Knowledge of civil engineering concepts, principles, and practices;
  • Ability to manage multiple concurrent projects;
  • Ability to use small office equipment, computers and highly technical computer applications;
  • Computerized engineering application experience in AutoCAD and GIS preferred;
  • Ability to create and guide implementation of plans and projects;
  • Skill in effective communications, both written and oral.
  • Ability to deal with the public to include handling potential difficult customers and volatile situations.
  • Ability to make budget recommendations and perform budget management.
  • Ability to create plans for and guide implementation of major construction projects.

Physical Demands

This position requires the employee to reach, pull and push with hands and arms; stand; use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and walk, talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. The normal work schedule is thirty-seven and one half (37.5) hours per week, Monday through Friday from 8:00 a.m. to 4:00 p.m., with the ability to work after hours when necessary. Must be able to attend evening County Council, Planning Commission and other group meetings as needed. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties as project schedules demand or during emergency situations.
