DEFINITION
Under general direction of the Director of Behavioral Health Services, to direct the activities of the counties behavioral health services programs including program planning and evaluation of mental health, alcohol and drug abuse services, and public relations; to plan, organize, assign and supervise the work of staff in Behavioral Health, to organize, coordinate, evaluate and direct mental health and alcohol and drug programs; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
This is a top level management classification for the position which has responsibility for assisting in planning, organizing, directing, managing, and supervising programs in behavioral health and alcohol and drugs.

Examples of Duties
ESSENTIAL FUNCTIONS
Assist the Director in developing overall plans for the delivery of behavioral health services; plans schedules, assigned evaluates and directs the programs and the work of staff; drafts, negotiates, and monitors contracts with providers of services including other governmental units, private services providers, and professional consultants; develops and interprets policies and procedures which address program operations; advises staff on the interpretation and application of departmental policies and behavioral health laws and regulations; develops programs and budgets for behavioral health programs and services, develops information determining community needs, including the coordination and interpretation of statistical data; exercises general responsibility for proper records maintenance, report preparations and observance of casework standards; evaluates the effectiveness of current behavioral health policies and practices; conducts research and develops long range departmental plans; ensures compliance with legal licensing and Medi-Cal requirements; maintains relationships with state agencies and other county departments; prepares reports and correspondence; represents the Behavioral Health Department in a variety of forums; serves as a consultant for community agencies; Prepares and analyses mental health, alcohol & drug annual cost reports, Acts for the Director in all matters to which assigned.
Typical Qualifications
Training and Experience:
Education equivalent to completion of a Bachelors degree in public administration, business administration, economics, applied social science, personnel or a related field AND two (2) years in a full-time supervisory position.
OR
Minimum of five (5) years of progressively responsible fiscal, administrative and accounting experience, with two (2) years in a full-time supervisory position.
Special Requirements:
Possession of, or ability to obtain, a valid and appropriate drivers license.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 50 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX. Ability to drive a motorized vehicle.
TYPICAL WORKING CONDITIONS
Work is performed in an office environment; continuous contact with other staff and the public. The incumbent may be required to drive in remote areas of the county in all weather conditions.

Holidays:
12 paid holidays (96 hours) per year, plus 3 floating holidays
Vacation:
2 weeks per year during the first five years of service; 3 weeks a year - 5- 10 years of service; 4 weeks a year - 10 plus years of service;. Note - accrued vacation leave may not be used until after six months of employment.
Administrative Leave:
Exempt members of this unit shall not receive overtime compensation, but shall be entitled to a total of 60 hours administrative leave annually.
Sick Leave:
Sick leave shall accrue from the date of initial employment at the rate of 3.7 hours per pay period (which is equivalent to 96 hours per years) for regular full-time employees with no maximum accrual. Unused sick leave may be converted to PERS service credit upon retirement.

Dental Plan:

Vision Plan:
The County will contribute 100% of the vision premium for eligible employees and dependents. Life Insurance:
The County will maintain life insurance in the amount equal to two times the gross annual salary.
Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
Deferred Compensation: The County will contribution $70.00 per pay period to the employee's designated deferred compensation program. The additional $50 requires an employee match.
Miscellaneous:
IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
