NYC Health + Hospitals/Sea View is a 304-bed long term care facility with a 5-Star CMS Quality Rating located on an 88-acre landmark campus in Staten Island's lush Greenbelt, easily accessible from all points by car and bus. Sea View provides high quality short-term rehabilitation and long-term skilled nursing services in a warm and comfortable setting. The facility is also well-known for its long-term care Traumatic Brain Injury unit, the first of its kind in New York State.

Job Description

Assumes the responsibility of day to day operation of Nursing Services in the absence of Director
Minimum Qualifications
- Licensed and currently registered to practice as a professional nurse in New York State, plus (2) or (3) below:
- Master's Degree in nursing administration, education or an equivaent field and a minimum of six years of satisfactory nursing experience; four of which shall have been in supervisory, teaching or administrative capacity; or
- Baccalaureate degree in nursing and seven years of satisfactory nursing experience, five of which shall have been in a supervisory or teaching capacity; or
- A satisfactory equivalent combination of education and experience

Responsibilities
- In the absence of the Nursing Director, assumes direct responsibility for the twenty-four (24) hour operation and function of the nursing department.
- Prepares a report to the Director of Nursing on all administrative problems in connection with staff and patient management as required.
- Liaison for residents, staff and families for identified concerns.
- Performs all work in an accurate, consistent and diligent manner.
- Completes work according to procedures and standards, including the use of appropriate resources.
- Consistently monitors the details and quality of own and other's work.
- Demonstrates accountability in one's work, including following through on delegated assignments and/or on pending feedback.
- Seeks guidance and/or clarification when necessary to carry out assignments.
- Aids in counseling sessions for nursing staff. Spot checks attendance of employees and reviews their attendance regularly.
- Assesses nursing services by making rounds, conducting chart review and evaluating patient care as needed.
- Participates in a system of continuing evaluation of nursing services.
- Participates in implementing an effective system of clinical and administrative nursing records and reports.
- Updates and maintains required manuals, and participates in research projects as applicable.
- Participates in operating and procedural committees as signed. Author's policies and procedures as assigned.
- Assumes responsibility for developing and implementing and evaluating a staffing plan.
- Assumes responsibility to approve employee vacation requests. Ensuring adequate staffing of patient care units.
- Interviews potental new employees including RN, LPN and PCT Candidates .
Project Planning and/or Management
- Gathers, analyzes and organizes project information.
- Utilizes logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Monitors projects and initiatives under area of responsibility.
- Ensures milestones and compliance with budgetary requirements are met.

- Assists the Director in preparation of personnel, supply and equipment budgets for nursing.
- Manages, understands and communicates assigned budget

- Identifies and recommends cost savings or revenue enhancement procedures .
Organizational Performance Improvements
- Particiates actively in direction and implementation of Continuous Quality Improvement programs for nursing
- Recognizes areas of requiring improvement and uses successful methodology to identity and implent change.
- Reports regularly on progress towads key results area.

- Demonstrates understanding of how units further the vision, mission, functions, business strategies and structure of the organization.
- Evaluates projects to align with organizational priorities.

Effectiveness/Efficiency of Work Unit
- Plans for appraisal of nursing care by making rounds, conducting a regular review of resident's charts and evaluating resident care and reports of Nursing Continuous Quality Improvement Committee.
- Monitors performance through ongoing measurement of achievement.
- Utilizes management of daily improvement techniques to identify appropriate countermeasure and track corrective actions.

- Ensures change is implemented as planned and supports staff through the change process.
- Articulates clear goals during the change process.
- Conducts/participates in rapid improvement events.
- Utilizes production control boards and other visual management techniques to monitor change/improvement progress.

- Reviews the employment of nursing personnel in regard to hiring new personnel.
