About the Position:
Tehama County is seeking a collaborative, detail-oriented individual to join our Social Services team as a Deputy Director - Fiscal. This executive level position, under the administrative direction of the Social Services Director, is responsible for planning and managing the agency's budget development to include accounts payables, claim reimbursement, distribution of assistance payments to clients, revenue maximization efforts, fiscal planning, budget accounting, fiscal oversight for all social services programs, managing all fiscal and analytical services and staff and ensuring compliance with all applicable Local, State, and Federal laws and regulations.

Examples of Duties

  • Plans, directs, manages and participates in the development of the agency budget including proper expenditures coding; analysis of estimates of expenditures; analysis and projections of revenue; recommendations on allocation of funds and personnel; prepares and submits agency budget for the county budget processes.
  • Monitors and evaluates agency budgets, budget change proposals, and related expenditures and revenues; monitors expenditure of funds to ensure compliance with legal restrictions and conditions set by funding agency or control of expenditures within authorized budgets.
  • Recommends strategies to maintain the fiscal integrity of the agency.
  • Ensures revenues are maximized by ensuring proper use of time study codes, understanding the nature of the allocations, and that systems and procedures are in place to submit timely and accurate expense claims.

Education, Experience & Licenses
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Graduation from an accredited four-year college or university with a Bachelor's degree in business administration, public administration or a similar business field.
  • Four (4) years of high-level fiscal administration experience, and two (2) years of supervisory experience is required.
  • Other combinations of education and experience may be considered.
License & Special Requirements:
  • Requires a valid California driver's license.

The County is currently recruiting for one (1) anticipated vacancy.

In addition, Tehama County is establishing an eligibility list to fill future vacancies as well as subsequent vacancies, which occur during the life of the eligibility list.

SALARY:
  • Annual salary step increases based upon satisfactory performance and completion of one year of employment (Step A to E).


HEALTH:
  • Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST!
  • Employee premiums are $234.54 per month as of January 1, 2025 for employee and all eligible dependents.


PAID LEAVES:
  • Benefits also include an annual paid leave plan of
    • 96 hours of vacation (increases upon continuous years of service)
    • 96 hours of sick leave
    • 40 hours of Management Leave per year
    • 14 paid holidays plus one 8 hour personal holiday


LIFE INSURANCE:
  • Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.


RETIREMENT:
  • A retirement plan through CalPERS.
    • CalPERS Formulas:
      • Classic member = 2% @ 55
      • New Member = 2% @ 62
  • A Deferred Compensation retirement plan option with a County match of up to a maximum of $100 per month.
