The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

Why does the job exist?

The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The Deputy Director of Stewardship is one of two deputy directors within the Surface Resources Division, which is comprised of 40 employees. The position oversees 12 employees within the Environmental Compliance Office, the Stewardship Program, and the Landscape Planning Program. The position directly supervises three positions, two of whom are also supervisors. These programs each fulfill specific objectives that enable NMSLO to responsibly manage and protect state trust lands. This position looks holistically at the existing and proposed activities on state trust lands and ensures policies, procedures, and other mechanisms are in place to review potential impacts, understand existing negative impacts, and mitigate those impacts for the best outcome from an ecological and environmental perspective. The Deputy Director works with state and federal agencies and other stakeholders in support of agency and administrative initiatives; collaborates with external partners on multi-jurisdictional projects; consults on policy development; and serves on committees at the direction of the Commissioner of Public Lands.

-Strategic Planning and Inter-agency Coordination - building programmatic pathways and collaborating with other agencies to NMSLO's agency objectives and division goals.
-Policy Development and Implementation - reclamation and remediation standards, natural resources protection standards, ecological best management practices, stewardship leasing, landscape planning.
-Program Operations Management - daily workflow, employee supervision, and project management.
-Fiscal Oversight - program budget management, special procurements.

Who are the customers?

Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).

External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).

Ideal Candidate

The ideal candidate will have:
-Exceptional communication skills with the ability to build and maintain relationships that benefit agency initiatives, collaborate effectively with peers, and establish regular and open communication with leadership and staff.
-Masters in biology, ecology, forestry, or other science based, natural resource management degrees.
-7-10 years experience developing, implementing, and managing policies and programs to address habitat, soils, and watershed health.
-5-8 years supervisory experience with strong emphasis on collaborative leadership and inclusive practices.
-Familiarity with New Mexico Procurement Code and budget management.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Must obtain and maintain a state of New Mexico Defensive Driving Certificate.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs.
