THE TOWN:
The award-winning Town of Windsor is located in Sonoma County and offers the highly acclaimed wine country experience, along with economic opportunity, temperate weather, safe and well-maintained streets and parks, and a beautiful location. The Town has a population of 28,565 and is situated 60 miles north of San Francisco, 20 miles east of the Pacific Ocean, and 8 miles northwest of the County Seat in Santa Rosa. Incorporated as a common law city in July 1992, Windsor provides a modern, relaxed lifestyle with a growing retail and industrial center for the North County. The Town is currently on a 4/10 work schedule from Monday through Thursday, and is closed on Friday, allowing employees more time to enjoy a work-life balance.
DEFINITION
Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for the Division of Water, Environment, and Sustainability within the Public Works Department, including long term planning of water supply, recycled water, wastewater treatment/disposal, and storm water facilities, water use and energy efficiency, water demand management, industrial waste permitting and environmental compliance, storm water and creeks management, water quality laboratory analysis and reporting; assists in coordinating assigned activities with other Town departments, divisions, outside agencies, and the public; fosters cooperative working relationships among Town departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the Public Works Director/Town Engineer in areas of expertise; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Public Works Director/Town Engineer. Exercises general direction and supervision over supervisory, professional, technical, and administrative support staff as assigned.

CLASS CHARACTERISTICS
This is a mid-management classification in the Public Works Department. The incumbent oversees, directs, performs planning and quality control of water resource planning, environmental programs and compliance with water agreements and environmental permits. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other Town departments and public agencies. Responsibilities include performing and directing many of the department's day-to-day planning, analysis and administrative functions. This class is distinguished from the Public Works Director/Town Engineer in that the latter has overall management responsibility for all public works programs, functions, and activities, and for developing, implementing, and interpreting public policy. This class is distinguished from other Deputy Director classifications in Public Works in that this class is responsible for water resource planning, oversight of environmental programs and responsible for environmental compliance.
Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES: (Illustrative Only)

  • Develop and implement comprehensive, long-range master planning for water supply, wastewater treatment/disposal, storm drainage and creeks, and recycled water facilities.
  • Oversee and manage and assist division staff responsible for environmental programs including water conservation, storm water, industrial waste, water quality laboratory, and energy efficiency.
  • Interpret state and federal regulations related to water quality, wastewater discharge, storm water and environmental aspects of department operations to ensure compliance and promote sustainability.
  • Coordinate and monitor existing environmental programs and develop new ones as necessary
  • Represent the Town and Windsor Water District in matters pertaining to water quality, storm water, and wastewater discharge issues before local, regional, state and federal policy making bodies and local business and community groups.
  • Perform and/or oversee the gathering, analysis and interpretation of data related to water quality laboratory analysis, industrial waste pretreatment program, and overall environmental compliance to determine the effectiveness of the various programs.
  • Perform and/or oversee the gathering, analysis and interpretation of data related to water supply, water demand, energy efficiency, and sustainable practices.
  • Write technical reports and proposed policies regarding effective compliance activities.
  • Provide technical support in the development of fees, rates and charges for water, wastewater, recycled water, and/or storm drain facilities.
  • Supervise the development of engineering and environmental studies pertaining to planning of water, wastewater, recycled water and storm drain facilities.
  • Make presentations to the Town Council, the Windsor Water District Board, and other political bodies.
  • May be responsible for managing capital improvement projects pertaining to water, wastewater treatment, recycled water and storm drain facilities.
  • Respond to the general public regarding complaints and inquiries pertaining to the Town's water resources, environmental programs and sustainable and best management practices.
  • Supervise, train and evaluate assigned staff.
  • Performs other duties as assigned.

Knowledge of:
  • Administrative principles and practices, including goal setting, strategic planning, program development, implementation, and evaluation, and supervision of staff.
  • Public agency budgetary, contract administration, administrative practices, and general principles of risk management related to the functions of the assigned area.

Ability to:
  • Recommend and implement goals, objectives, and practices for short and long range planning of the Town's drinking water supply system, recycled water system, storm drainage, wastewater treatment and sewer collection system.
  • Plan, organize, and direct effective water quality and environmental programs.
  • Monitor, implement and QA compliance programs for the Town's various water quality and environmental permits.
  • Develop and administer contracts for professional services and contract services in a public agency setting.
  • Direct and monitor the work of contract consultants and vendors.
  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations, technical written material, and Town policies and procedures.
  • Effectively represent the department and the Town in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations and individuals.
  • Prepare and present clear, concise, and logical written and oral reports, correspondence, policies, procedures, legal descriptions, and other written materials.
  • Make presentations to a wide variety of audiences.
  • Establish and maintain a variety of filing, record keeping, and tracking systems.
  • Organize and prioritize a variety of projects, programs and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Use English effectively to communicate in person, over the telephone, and in writing.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Graduation from an accredited four-year college or university with major coursework in environmental engineering, civil engineering, bacteriology, biology, chemistry, or a related field and seven (7) years of professional experience with direct experience in water conservation, storm water quality or wastewater treatment plant laboratory with at least three (3) years of supervisory or management experience. Experience working for a public agency is highly desirable.

Licenses and Certifications:
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment.
  • Possession of at least one of the following certifications is highly desirable:
    • Registration as a Professional Civil Engineer in the State of California;
    • Level II Water Use Efficiency Practitioner certificate issued by AWWA;
    • QSD or QSP certificate issued by CASQA; or Grade III Laboratory Analyst certificate issued by CWEA.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect Town development sites, to operate a motor vehicle, and to visit various Town and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

ENVIRONMENTAL ELEMENTS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Employees will, on occasion, perform construction site visits throughout the town and water district service area, including sites involving the Town's water, wastewater and drainage facilities.
