The Ministry of Corrections, Policing and Public Safety is responsible for overseeing Saskatchewan's Correctional systems and facilities and provides guidance and support to Saskatchewan's municipal police service.

The Custody Services Division is responsible for the implementation and operation of adult and youth offender services in Saskatchewan as defined by The Correctional Services Act, 2012 .

The Saskatoon Correctional Center requires a highly motivated person for the position of Deputy Director of Personnel. This position will provide leadership and direction in the establishment, implementation and delivery of human resource management policies, procedural development and implementation to ensure policy relevance, consideration of real and potential impacts and the effective implementation of application and decisions. Reporting to the Director of the Saskatoon Correctional Center, this position is responsible for overseeing human resources, recruitment initiatives, training and career development, mediating grievances and interest based negotiation of personnel issues to enhance positive labor relations.

To qualify for this position, you will have extensive human resource experience in a management/supervisory role.

Responsibilities include:

  • Provide senior professional advice, support, guidance, consultation and recommendation to the Director/Senior Management team with regards to human resource management policies, procedural development and implementation to ensure policy relevance, consideration of real and potential impacts and the effective implementation of decisions;
  • Provide leadership, support, direction and counsel to middle managers and supervisors regarding recruitment/classification encompassing a staff compliment of over 300 employees with multiple occupational classifications, work performance, career/training development and deployment to advance industrial relations, budget accountability and service delivery to clients;
  • Initiate, establish and maintain effective working relationships with Provincial, inter-Provincial, Federal and community/non-Government agencies to augment and ensure timely, qualified human service recruitment and delivery;
  • Provide leadership, support and direction to staffing to support achieving organizational goals. Provide indirect supervision of all permanent part-time Correctional officers and direct supervision of all induction training recruits, center scheduler and attendance management staff. In a team environment, play a consultative/leading role in human resource process and planning that promotes organizational effectiveness and supports the Divisional strategic goals and objectives; and
  • Provide and supply a senior level of expertise in the overall human resource management and administrative functions including finance, programs, security, maintenance, health, food service and human resource management to ensure the effective and efficient advancement of corporate/organizational objectives.


The Ideal candidate for this role will be someone who has:

  • Knowledge of HR management/education theories, principles, practices and trends to plan, design, develop effective personnel/training programs, policies and procedures for the management of staff;
  • Knowledge of the Criminal Justice System, the department, it's mandate, programs, policies and procedures to ensure understanding of labor relations/training strategies unique to institutional culture;
  • Knowledge and understanding of the institutional environment with several years of progressive supervisory experience to provide effective and expert advice;
  • Knowledge of Acts, regulations, bargaining agreements, policies and procedures to ensure operations are safe, fair and comply with the rule of law;
  • Knowledge of labor relations/educational methodologies to enhance and maintain positive working relationships/career development opportunities for staff to meet regional/departmental goals and objectives;
  • Knowledge of financial and administrative regulations and policies to maintain institutional cognizance of financial processed and accurate accountability of public funds;
  • Experience promoting employee engagement and a positive workplace culture;

Typically, the knowledge and experience for this position is obtained through a combination of completion of a university degree in public administration, human justice, or a related field (or equivalent combination of education and experience in the Criminal Justice System).
