Examples of Duties

Duties may include, but are not limited to, the following:
  • Plans the development, use, and maintenance of the County Park System.
  • Recommends policies and expenditures to the Parks and Recreation Committees and Local Municipal Advisory Council's for the County program.
  • Advises on the construction of additional parks, playground areas, and other facilities.
  • Plans and administers a program of public recreation for the County's adults and youths.
  • Recommends policies and administrative procedures to ensure that maximum service and use may be provided at reasonable cost.
  • Meets and confers with interested individuals, groups and community officials regarding the coordinated usage and development of facilities and properties and the planning of programs.
  • Prepares the Parks and Recreation budget and administers the expenditure of funds and collection of fees and other revenues.
  • Attends meetings of the Special Parks and Recreation Committees and Municipal Advisory Council's, and presents their recommendations to the Director of Public Works for necessary action.
  • Supervision over the Museum Director in the Coordination and the operation of County Historical museums.
  • Prepares grant applications and administers State Board Grant Programs.

Minimum Qualifications

Experience:
Five (5) years of responsible professional recreation and park management experience, including at least two (2) years of administrative or supervisory experience.

Education:
Graduation from college with specialization in recreation, park administration or a closely related field. (Additional qualifying experience may be substituted for the required education on a year for year basis.)

Licenses:
Possess a valid California driver's license at time of appointment and maintain.
Essential Functions

  • Represents the County with the community and other Agencies
  • Communicate effectively with others in person and over the telephone.
  • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
  • Meet deadlines under stressful conditions.
  • Resolve conflicts and respond appropriately to complaints.
  • Complete multiple priority projects with conflicting deadlines.
  • Exposure to outside elements such as dirt, noise, fumes and indoor and outdoor cold/heat.
  • May work weekends, weeknights and holidays.
  • Train, evaluate and supervise staff.
  • Occasionally work around dust, dirt, odors and noise.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Sit, stand, or walk for extended periods.
  • Occasionally lift and carry up to 40 pounds.
  • Occasionally reach, push, pull, twist and manipulate large and small objects.
  • Occasionally kneel, bend, twist, squat, climb, balance and crawl.
  • Occasional use of hand-eye-foot coordination.
  • Frequent use of data entry device requiring repetitive hand and arm motion.
  • Walk, stand, stoop, kneel or crouch on narrow, slippery or uneven surfaces under various environmental conditions.
  • Regular attendance is an essential function.

Knowledge of:
  • County recreation and parks needs.
  • Philosophy, principles and techniques relating to a countywide recreation and parks program.
  • Development of parks and park facilities and parkways.
  • Development of a comprehensive maintenance program for existing parks.
  • Principles of supervision and administration.

Ability to:
  • Supervise personnel in the planning and operation of parks and recreation areas and facilities.
  • Maintain harmonious public relations in order to stimulate citizen interest and participation in recreation programs.
  • Predict and plan for long range County recreation and park needs.
  • Speak and write effectively.
  • Establish and maintain cooperative working relationships with those contacted during the course of work.

HOLIDAYS & LEAVES
MANAGEMENT LEAVE

May receive, depending upon classification, 96 hours per Fiscal Year.

VACATION

10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

SICK LEAVE

0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

HOLIDAYS

Twelve paid holidays annually plus two optional holidays.

BEREAVEMENT LEAVE

Five (5) regularly scheduled consecutive workdays.

RETIREMENT
DEFERRED COMPENSATION

The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION
The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.
