Why does the job exist?

This position holds a critical role in the strategic management and operational oversight of the Compliance and Enforcement Division within the New Mexico Environment Department and is responsible for the development and implementation of strategic plans, performance measures development and reporting, program implementation, budget development and monitoring, and supervision of key division bureaus and sections. This position is also charged with acting as the principal alternate to the Division Director, assuming full authority in their absence or when the position is vacant.

How does it get done?

- Develop and implement this new division and strategic plans, aligning with the agency's mission, performance measures and overarching objectives
- Oversee the effective implementation of the department's compliance and enforcement programs, including inspections/investigations, civil case management, civil litigation and settlements, and reporting on all aspects of the agency's compliance and enforcement programs
- Directly supervise bureau chiefs in the division, with emphasis on strategic planning and implementation
- Manage and monitor the division's budget, ensuring effective resource allocation and fiscal oversight and responsibility
- Supervise the Office of the Director of Compliance and Enforcement and the work units reporting to it, focusing on the development and execution of compliance and enforcement strategies
- Ensure accurate reporting of performance measures and respond to audits and information requests from oversight bodies

Ideal Candidate

The ideal candidate will have experience in the following:
- Working in compliance and enforcement
- Having significant leadership and management experience including managing personnel, budgets (restricted and unrestricted sources), and processes
- Assuming full authority and acting as a principal alternate when necessary
- Possessing a deep understanding of compliance and enforcement policies, laws and regulations with expertise in regulatory agency operations
- Communicating effectively and professionally and having strong interpersonal skills
- Demonstrating commitment to environmental protection and ethical standards

Minimum Qualification

A Master's degree in any field of study from an accredited college or university and twelve (12) years of executive level experience with a broad business strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eighteen (18) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include senior level executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 lbs. This position will require occasional travel.
