The Secretary of State is comprised of the Business Services division and the Bureau of Elections. Business services is responsible for business formations which include corporation and LLC formations. The Bureau of Elections is responsible to uniform application of the Election Code. The Bureau of Elections is responsible for the administration of elections conducted within the state. The Bureau of Elections is responsible to developing, implementing and maintaining systems, procedures and guidance in support of local election administrators and other stakeholders. The Bureau of Elections handles trainings, outreach, records requests and complaints from constituents.

Why does the job exist?
This position is responsible for assisting with the oversight of statewide election administration in compliance with state and federal law. This position will work as an independent professional under the oversight of the State Elections Director to plan, implement, and oversee the election bureau and related tasks in accordance with law. This position will work with a broad constituency including elected officials, candidates, political committees, county clerk staff, lobbyists, and the general public. The position is responsible for overseeing the administration of the Election Code as well as the administrative process and procedures for all election program implementation and compliance.
How does it get done?
This position is responsible for direct supervision of the SOS bureau of elections staff to include directing and overseeing staff assignments, ensuring staff productivity, process improvement and operations management of the bureau of elections. Employee is responsible for training, mentoring, and evaluating staff. The position must delegate and manage work assignments of staff and ensure deadlines are met. This position is responsible for review and feedback of staff projects to develop an accurate and quality final work product.
Who are the customers?
This position will work under the direction of the Election Director with a broad constituency including, agency Leadership, peers, elected officials, candidates, political committees, county clerk staff, lobbyists, and the general public.
Ideal Candidate
The ideal candidate will be able to demonstrate:
1. Knowledge of the New Mexico Election Code
2. Knowledge of the Inspection of Public Records Act and other state ethics laws
3. Knowledge of state and federal election related law and administrative rules
4. Knowledge of court rules, policies and procedures, as well as administrative rule processes
5. Ability to work in a fast-paced environment on multiple projects with varying priorities
6. Experience working with government databases, Microsoft Office, SHARE
7. Knowledge of statewide election systems/voting machines, and statewide campaign finance systems
8. Leadership, supervisory, time management and organizational skills
9. Legal research and writing skills
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess and maintain a valid Driver's license and be able to obtain a defensive driving course certification within six months of hire date including pass a background check, as a condition of continued employment.
Working Conditions
Work is performed in an office setting with extensive personal computer and phone usage. This position will use standard office equipment such as copiers, scanners, and fax machines. The employee can expect long periods of sitting and standing, also occasional bending and stooping. This position must be able to lift and carry twenty-five pounds and should expect some required overtime.
