Description
The Examiner of Titles department is hiring a Deputy Examiner of Titles to perform highly specialized legal work related to the registered land system, per Minn. Stat. Chap. 508 and 508A. As an attorney in this position, you will develop expertise in real estate title law, perform judicial functions, and have opportunities to improve the registered land system.
Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center in downtown Minneapolis, 300 South 6th Street, Minneapolis, MN 55487, and remote as job duties require. Work hours are flexible and will primarily be Monday through Friday, 8 a.m.- 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

The Examiner of Titles and Deputy Examiners are attorneys appointed by the judges of the district court to perform the judicial, administrative and legal adviser duties specified in the Minnesota Land Registration Act, also sometimes called the Torrens Act. This office assists the district court by examining titles, issuing reports and conducting hearings in court cases involving the registration of land titles and in court cases involving problems or disputes with land which has been previously registered.

In this position, you will:
- Examine title and issue reports for applications to register title and petitions in proceedings subsequent.
- Certify transfer documents and issue directives as required by Chapters 508 and 508A as legal advisor to the registrar of titles.
- Perform legal research and analysis.
- Act as judicial officer for default and contested Torrens cases.
- Confer with attorneys, real estate industry personnel, landowners, and internal customers on registered land issues.
- Provide effective services for the diverse communities of Hennepin County.
- Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion.
- Completion of a law degree and three years or more of legal experience with at least one year of real property law experience.
- A valid and current Minnesota license to practice law.
- Experience with:
- Title examination, recording and conveyancing, plats, and the Torrens system.
- Real estate title aspects of marriage dissolution, trusts, common interest communities, mechanics liens, mortgage foreclosures, tax forfeiture, eminent domain, and corporate law and judgments.
- Principles of legal descriptions and surveying.
- Litigation.
- Addressing racial equity, gender equity, LGBTQ+ equity, neurodiversity equity, and differing ability equity.
- Ability to:
- Analyze complex documents, surveys, and issues and provide creative options while adhering to legal requirements and policies.
- Effectively explain legal concepts and requirements to non-lawyers.
- Knowledge of and experience with Rules of Civil Procedure and Evidence.
- Exemplary customer service skills.
