General Definition of Work
Performs complex professional work planning, directing, coordinating, and supervising the operations of the Finance Department including the disbursement and accounting of revenues and expenditures, payroll, budgeting, utility billing and collections and general revenue collections, ensuring that regulations and procedures are followed, maintaining appropriate records and files, and related work as apparent or assigned. Work involves assisting in setting policies and goals under the direction of the Finance Director. Departmental supervision is exercised over all assigned personnel within the department.

Essential Functions
Assist with planning, organizing, managing, and directing the operations of the Finance Department under the guidance of the Finance Director to include disbursement and accounting of municipal funds, accounts payables, account receivables, utility billing and collections, payroll, revenue collection, taxes and investments, capital assets and the preparation of monthly, quarterly and annual reports; assist in the development of accounting policies, procedures and practices; enforces local ordinances and North Carolina General Statutes as related to finance.
Supervises accounting staff by prioritizing and assigning work, conducting performance evaluations, ensuring proper staff training and compliance with policies and procedures, and making hiring, termination, and disciplinary recommendations.
Assists with departmental administration and operations by preparing and maintaining detailed records and files, assisting in the development, and updating of accounting systems and policies and overseeing reporting and internal control functions.
Serves as a member of the team, along with City Manager, Finance Director, and Administrative Services Director in preparation of the annual general operating budget.
Assist in the preparation of various monthly, quarterly, and annual fiscal reports, including income statements, balance sheets, financial statements, capital assets, year-end statements and reports on special fund expenditures and transactions; prepares and presents budget amendments.
Manages accounting activities related to federal and state grants; coordinates with Administrative Services in creating grant project budgets, verifying grant revenues and expenditures, preparing grant budget amendments, and preparing the annual Schedule of Expenditures of Federal and State Grant Awards (SEFA).
Manages investment portfolio by working with brokers, ensuring individual investments are permissible per state statutes, recording transactions and reconciling to the general ledger.
Manages debt portfolio by ensuring debt payments are made timely and properly recorded to the general ledger.
Manages daily financial operations by reviewing final reports, accounting entries, and analyzing financial data and information for accuracy.
Assist in preparation of annual audited financial report by compiling financial statements and organizing data and working with auditor to prepare audit paperwork and single audit report.
Reviews reconciliations for general ledger accounts, fixed assets, grants, revenues, and expenditures.
Ensures proper confidentiality and security of records; ensures staff are properly trained to use systems.
Provides excellent customer service when working with citizens, elected officials, and/or associates.
Supports the overall City organization by executing the directives as set forth by the immediate supervisor and elected officials.
Typical Qualifications
Knowledge, Skills, and Abilities
General knowledge of generally accepted accounting terminology, methods, procedures and equipment; general knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and written directions; ability to follow detailed work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; skill in the use of personal computer and a variety of office machines; ability to establish and maintain effective working relationships with associates, vendors and the general public.
Education and Experience
Bachelor's degree in accounting or finance from an accredited college or university, preferably three (3) years of relevant and supervisory experience of an increasingly responsible nature in public finance and local government administration, or the City may consider any equivalent combination of education and experience sufficient to successfully perform the essential job duties. Successful candidate must be bondable.
Preference given to candidates with a CPA, or master's in business or public administration.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms and repetitive motions and occasionally requires standing, walking and stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Ability to obtain a North Carolina Finance Officer Certification within three (3) years of employment.
