Job Summary

Under the direct supervision of the Fire Chief, the Deputy Fire Chief oversees the Operations and EMS Divisions, serving as the department's EMS Administrator of Record in accordance with Texas Department of State Health Services requirements. Key responsibilities include supporting the Incident Safety Officer and/or Incident Commander at emergency scenes, with the possibility of assuming incident command to coordinate local, automatic, and mutual aid resources as needed.

This position also supervises the Operations Battalion Chiefs and Training Chief, manages departmental budgets and purchasing, oversees departmental records, develops operational procedures, and fosters collaboration with other city departments and the community. Additionally, the Deputy Chief serves as the Acting Fire Chief in the Chief's absence, participates in an on-call/after-hours Chief Officer rotation, and functions as the Assistant Emergency Management Coordinator for the city.

Essential Job Functions
  • Manage the Operations and EMS Divisions of the department.
  • Manage the department's training program and records.
  • Manage direct reporting positions including the Operations Battalion Chiefs and Training Officer.
  • Serve as the department's EMS Administrator of Record as required by the Texas Department of State Health Services.
  • Serve as the department's designated Infection Control Officer and HIPPA compliance officer.
  • Assume the role of incident commander of incidents as deemed necessary. Execute a thorough action plan as a strategist on the fire ground and in other emergency situations.
  • Work with Medical Director to develop EMS protocols and procedures.
  • Oversee the Field Training Paramedic program and department's quality assurance/quality improvement program.
  • Manage all fire and EMS documentation, patient reports, and record requests.
  • Manage inventory, maintenance, and replacement of Fire and EMS equipment, medical supplies and pharmaceuticals.
  • Ensure compliance with regulatory agencies.
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, work cooperatively and jointly to provide quality customer service, and assist with fire department accreditation.
  • Establish response readiness to quickly respond to all assignments.
  • Prepare written evaluations of subordinates and counsel subordinates as needed to maintain good lines of communication and a high level of morale in the department.
  • Responsible for the review, development, and enforcement of all City of Keller and fire department rules and regulations as well as all department standard operating procedures.
  • Serve as the Assistant Emergency Management Coordinator for the city. Assist in carrying out the Emergency Management Plan for the City as assigned to the Fire Department.
  • Act as the Fire Chief in the absence of the Fire Chief.
  • Participate in an on-call/after-hours chief officer rotation with the Fire Chief.
  • Participate in physical fitness training to meet and maintain required level of physical fitness as established by the department.

  • Other Job Functions
  • Prepare specifications for fire and EMS apparatus and equipment.
  • Prepare and maintain Operations and EMS division budgets and assist with department budget.
  • Direct the general maintenance, repair, improvement, and replacement of fire and EMS apparatus, equipment, and facilities.
  • Represent the department at meetings and conferences.
  • Perform special studies and research as requested by the Fire Chief and makes recommendations on changes and improvements to department practices and procedures.
  • Perform other duties as required.

  • Minimum Qualifications
  • Bachelor's Degree in a related field from an accredited College or university.
  • Eight (8) years experience within the Operations Division of the City of Keller Fire Department and currently hold the rank of Battalion Chief, or equivalent if hired from outside the department.
  • Master Firefighter certification from the Texas Commission on Fire Protection.
  • Fire Instructor II certification from the Texas Commission on Fire Protection.
  • Fire Officer II certification from the Texas Commission on Fire Protection.
  • Emergency Medical Technician-Paramedic certification from the Texas Department of State Health Services required. Must maintain current certification level.
  • Preferred: Texas Fire Chiefs Academy graduate, National Fire Academy Executive Fire Officer Program graduate, or TEEX Fire Service Chief Executive Officer Program graduate.
  • Valid Texas Drivers' License and a safe driving record in accordance with the current policy in effect with the City of Keller.
  • Good vision - Per the medical requirements established by the current edition of National Fire Protection Association Standard 1582.
  • Meet the other requirements as described in the document titled, "Firefighters Minimum Physical Requirements for Essential Job Tasks," as established and maintained by the City of Keller Human Resources Department.

  • Work Environment

    Incumbent may be exposed to serious physical dangers and all weather and temperature extremes. Incumbent may work under stressful conditions demanding a great deal of physical strength and agility, mental alertness and concentration. When not engaged in emergency operations incumbent works under normal conditions. Duties require that employee wear and use prescribed safety gear and follow department safety regulations and policies. Incumbent will be required to attend scheduled departmental staff meetings and make public presentations as requested.

    Physical Demands

    While performing the duties of this job, the employee may be required to grasp, handle, lift and carry up to 30 pounds constantly, 65 pounds frequently. Employee may occasionally be required to grasp, handle, lift, carry and/or drag in excess of 200 pounds.
