Description / Position Overview

Deputy Fire Marshal
Reporting to the Fire Marshal, you will manage and provide supervision principally to the staff of the Code Services Section and Fire Investigation Unit, and may also serve as a Manager, as needed, for other functions within the Division of the Fire Marshal. The Code Services Section provides code compliance fire inspections, operational permits, and plan review functions within the City of Colorado Springs. Other duties include Planning Section Chief in NIMS for special events and major incidents, and act as Fire Marshal in their absence.

Essential Job Functions - the basic job duties an employee must be able to perform:
  • Manage and lead the daily function of the Code Services Section, a medium sized team of Fire Code Inspectors, Fire Investigators and Fire Protection Engineer
  • Support all CSFD employees to ensure compliance with adopted fire codes and standards
  • Receive and handle complaints, questions, and educate the public on fire and life safety related activities
  • Participate in training to maintain or obtain higher certifications as required by CSFD, City, State and Federal regulations associated with assigned job duties
  • Attend regular meetings with external organizations to include: Regional Building Department, Fire Marshals Association of Colorado, Rapid Response Team, Commercial & Home Builders association, the community, and other regional partners
  • Develop performance measures, goals, and objectives for staff and provide regular feedback; determine that each performance plan is aligned with goals and objectives that support CSFD as well as the City, in meeting its strategic priorities; provides pay progression evaluations
  • Ensure employees maintain certifications and receive ongoing continuing education
  • Provide technical fire code interpretation and application assistance regarding code compliance and alternative methods and materials
  • Oversee budget preparation and monitor fiscal expenditures for the Code Services Section
  • Respond with Investigators and others on emergency incidents to help manage, advise and investigate incident causes

We are looking for candidates who demonstrate:
Knowledge of:
  • Code development and modification processes
  • Current fire protection/detection systems technology
  • Inspection principles and practices related to various building construction techniques
  • Methods and techniques of data collection, report preparation, filing, and record keeping
  • Fire behavior evaluation processes such as, flame spread, smoke development ratings of contents, interior finishes, decorations, furnishings, building construction and mitigation strategies
  • Modern office technology and supporting software, including fire and life safety modeling software
  • Pertinent federal, state, and local laws, codes, and regulations, including the locally adopted Fire Code, Building Code, Mechanical Code, and related hazardous materials legislation
  • Principles and practices of training employees on all aspects of their jobs.
  • Permit and basic plan review application processes
  • Building construction specific to fire rated construction practices
  • Various manufacturing, assembly, business, and operations processes
  • Incident management and command and control functions
  • Fire investigation principles
Ability to:
  • Managea team of professionals using sound management practices and leadership skills
  • Demonstrate critical thinking skills for high level planning and problem solving.
  • Evaluate and understand construction plans, blueprints, and mechanical drawings
  • Clearly and concisely communicate at a high level, both verbally and in writing to maintain
  • Establish and maintain effective working relationships with external partners and within CSFD
  • Utilize Self Contained Breathing Apparatus or similar respiratory protection equipment

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major course work in Fire Science, Fire Protection Engineering, or a related field
  • Five (5) years of full-time, professional experience as a Deputy Fire Marshal, Plans Examiner, Fire Code Inspector, or related experience, including two (2) years of administrator and/or supervisory experience

Preferred Qualifications

  • Experience in fire prevention or community risk reduction, fire investigation, code enforcement, plan review, and public education
  • Experience developing and presenting fire code and inspection related educational content to groups of various sizes
  • Experience educating property owners and managers on the benefits of achieving compliance by explaining the rationale and history behind specific fire code provisions and fire-safety practices
  • Experience managing and organizing work activities including fire inspections, follow-up inspections, consultations, report writing and scheduling, with minimal direct supervision
  • Plans Chief Certification
