Job Description:

The primary function of this position is to assist the County Fire Marshal in the administration and enforcement of life and fire safety codes pursuant to Florida Statutes and Monroe County Code of Ordinance. They will also aid in the performance of all functions and activities of the County Fire Marshal's Office. Functions and activities of the County Fire Marshal include administration, review of construction plans and specifications, fire prevention code inspections and enforcement, public fire and life safety education, fire investigation, and research, statistics, and evaluation. This is a highly responsible administrative position for coordinating fire prevention activities in the administration and enforcement of fire and life safety codes pursuant to Florida Statutes and the Monroe County Code of Ordinances and in the performance of all functions and activities of Monroe County Fire Marshal's Office. The Deputy Fire Marshal functions at all times under the direction of the County Fire Marshal and issues all orders in the Fire Marshal's name and by her or his authority.

ESSENTIAL JOB FUNCTIONS
  • Prepares correspondence and inspection reports, handles complaints, maintains records, performs research, interprets codes, implements policy, testifies at legal proceedings, and creates forms and job aids.
  • Conducts fire safety and code enforcement inspections and analyses of new and existing structures and properties for construction, occupancy, fire protection, and exposures.
  • Reviews and approves plans and specifications that meet the intent of applicable codes and standards for fire and life safety and building construction and processes.
  • Responds to the site of emergency incidents and fires to inspect/evaluate the scene so as to determine the area/points of origin, source of ignition, material(s) spilled and/or ignited, act or activity that brought ignition source and materials together, and assesses the subsequent progression, extinguishment, and containment of the spill and/or fire. Diagrams and photographs the scene and takes field notes to be used to compile a final report. Uses proper physical and legal procedures to retain evidence required within the investigation. Obtains information regarding the overall investigation from others through verbal communication. Investigates all factors beyond the scene at the time of the origin and cause determination. Presents finding to appropriate individuals not involved in the actual investigation.
  • Develops public fire and life safety educational programs, including program budgets. Presents public fire protection and life safety educational programs to motivate the general public to do something about fire risks, based on proper fire-safe behavior. Documents all elements of the programs.
  • Develops a fire and life safety inspections program for fire suppression personnel, including program budget. Inspection procedures are to include, as a minimum, conducting building surveys, correcting common problems concerning life safety conditions, locating, and correcting fire hazards, checking use and storage of hazardous materials, and testing fire protection systems. Assists in the training of fire suppression personnel to conduct fire and life safety inspections.
  • Develops procedures requiring all fire rescue companies to submit all fire rescue incident reports to the Fire Marshal's Office on a periodic basis for maintenance and compilation. Complies statistical data and prepares periodic reports concerning fire rescue incidents, plans review, fire inspection, fire investigation, and fire and life safety education activities within the county.
  • Prepares and maintains up-to-date hazards analyses on each 302 facility as mandated by section 303 of SARA Title III, for inclusion in the Monroe County Hazardous Materials Plan.
  • Serves as a liaison between the Fire Marshal's Office, other agencies and organizations, and the general public.
  • On call at all times (beyond normal work schedule).
  • Assists during emergencies and disasters as directed.
  • If sworn, performs required functions on emergency scenes including all aspects of firefighting, rescue, and disaster recovery.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.


QUALIFICATIONS

Education and Experience:

High School Diploma is required. Associate or bachelor's degree in Fire Science, Fire Administration, Emergency Management, or other related field is preferred. 5 years minimum in prior progressively responsible related work experience required.

Special Qualifications:

State of Florida Firefighter Minimum Standards pursuant to Florida Statutes, Chapter 633; Fire Officer I, current CPR certification and Florida Emergency Medical Technician is preferred. Florida Certified Fire Safety Inspector I required.

PHYSICAL DEMANDS

The work is heavy and requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
