Summary

Independently plans, coordinates, manages and participates in the administrative and technical operations of one or more major health divisions &/or teams within the Navajo County Health Services District in a manner that aligns with organizational and departmental mission, vision, and values. The focus of this classification is the practice of promoting and protecting the wellbeing of client populations using knowledge from social determinants of health, health disparities and social and health disciplines.
Essential Job Functions

  • Supports Health Director and assists with development and execution of day-to-day operations in a team focused manner, to ensure organizational success
  • Oversees operational implementations of organizational strategic decisions and vision, as outlined by the Health Director
  • Plans, coordinates and manages multiple major health divisions, such as Code Enforcement, Vital Records, WIC, and human services related programming
  • Performs as a department representative within the community, delivers informational news releases, serves as a department contact person, provides public information to community partners and participates in community awareness and promotional activities
  • Performs community services assistance through program service delivery and Division Manager oversite
  • Develops or revises and implements departmental policies and procedures, to include program development
  • Develops department goals, objectives, policies and procedures and establishes short- and long-range program performance plans through departmental strategic planning, operational plans, workforce development plans, and CHA/CHIP processes while taking into consideration the vision and goals of the Health Director and keeping them informed
  • Researches, prepares and submits routine, recurring and special reports to public health management
  • In coordination with Department Director and Finance Manager, monitors department and program contract compliance and takes corrective action as required
  • Assesses, researches, and analyzes Navajo County population demographics and needs, develops recommendations to address findings and implements necessary changes to provide needed services
  • Active participation in departmental grant team activities to research, apply and implement grant opportunities. Oversees the preparation and submittal of proposals and grant applications
  • Develops and maintains effective working relationships and coordinates department activities with other county departments, public and private agencies, organizations and groups, to promote the department and its goals
  • In coordination with Department Director and Finance Manager develops, prepares department-related financial forecasts and identifies funding sources to support department activities
  • Analyzes local, state and federal legislation and ensures compliance with applicable regulations and policies
  • Designs, conducts and documents studies related to assigned program(s), to include pilot program opportunities
  • Maintains confidentiality of all information encountered in the performance of duties

Knowledge and Skills

  • Knowledge of data and statistical analysis techniques and application to planning studies and projects
  • Knowledge of principles and practices of supervision
  • Knowledge of principles and procedures of public health/human services administration, management and program planning, development and evaluation
  • Knowledge of local, state, federal and public health and human services laws, rules, standards and regulations
  • Knowledge of principles and practices of budgeting, accounting, purchasing, contracting and financial management
  • Knowledge of contract and grant application preparation, negotiation and administration
  • Knowledge of community agencies, organizations and resources
  • Knowledge of principles and techniques of effective communication to include written composition and public speaking
  • Skill in administering multiple public health teams in a health and human services role
  • Skill in planning, developing, evaluating, and managing programs and projects
  • Skill in preparing and administering budgets, grants and contracts
  • Skill in researching, analyzing and reporting data
  • Skill in presenting, explaining, and interpreting department goals, objectives, policies and procedures to the public
  • Skill in managing staff and planning, organizing, and coordinating department activities
  • Skill in communicating effectively
  • Skill in establishing and maintaining effective working relationships with service groups and organizations
  • Skill in establishing, reviewing, and modifying procedural and technical guidelines to enhance program effectiveness
  • Skill in utilizing automated information systems to maintain or produce data

Desirable Qualifications

Master in applicable field; AND 5 years of experience managing multiple health or community health programs; OR 10 years of experience managing multiple health or community programs; AND a valid AZ driver license.
