SUMMARY OF POSITION

Position is open until filled (first review date of July 22, 2024

The City of Pasco is seeking an experienced and dynamic Deputy Public Works Director to join our dedicated team. In this pivotal role, you will oversee the Engineering and Operations departments, working closely with the Public Works Director to ensure the efficient and effective delivery of municipal services.

The Deputy Public Works Director will oversee the Public Works Department's diverse operations including Capital Improvement Program (CIP), municipal water utilities, sanitary sewer, surface water management, transportation engineering, road construction and maintenance, and fleet services. Exercise independent judgment and initiative in the administration of the department; has overall management and oversight responsibility for the performance of daily operations, operational budgets, special projects, personnel, work planning and priorities. This position requires frequent presentations to the City Council, regular communication with various external stakeholders, and engagement with the public. Represents the Public Works Director in their absence.
ESSENTIAL FUNCTIONS

Additional job functions may vary due to department or City needs/requirements. Assignments may include but are not limited to:

  • Assist the Director in setting department goals, objectives, and priorities to ensure alignment with City Council directives and regulatory requirements.
  • Oversee and coordinate the activities of the Public Works Department's divisions, including CIP, maintenance, operations, environmental services, funding pursuit and management as well as roadway and utility planning.
  • Provide guidance and direction to public works managers and staff, fostering a collaborative and productive work environment.
  • Manage and supervise assigned staff, including performance evaluations, mentoring, and discipline as needed.
  • Develop and implement policies, procedures, and performance standards to ensure efficient and effective division operations.
  • Monitor division budgets, prepare amendments, and ensure financial operations align with budgetary guidelines.
  • Coordinate with other city departments and external agencies to ensure consistent and integrated project management and operations.
  • Ensure compliance with the Collective Bargaining Agreement and coordinate the resolution of grievances and personnel matters within assigned divisions.
  • Oversee the planning, execution, and completion of public works projects, ensuring compliance with local, state, and federal regulations.
  • Manage the Capital Improvement Program, including project initiation, planning, execution, and closeout.
  • Prepare and administer Requests for Proposals (RFPs) and Requests for Bids (RFBs) for public works projects.
  • Represent the Public Works Department in meetings with city officials, community groups, and other stakeholders.
  • Respond to public inquiries and complaints, providing information and resolving issues as needed.
  • Ensure effective communication and collaboration with external stakeholders, including contractors, government agencies, and community organizations.

POSITION QUALIFICATIONS

EDUCATION & EXPERIENCE: Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job.

  • Bachelor's degree in Public Administration, Civil Engineering, Business Administration, or a related field.
  • Five (5) or more years of civil engineering experience involving municipal Public Works management, and engineering design and construction for projects, three or more years, of which, was in a supervisory capacity,
  • Professional Engineer license preferred
LICENSES, CERITIFCATIONS, AND OTHER REQUIREMENTS: Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.

  • Valid Washington State driver's license.
  • PMP certification or equivalent project management certification is preferred.

SUPPLEMENTAL INFORMATION

  • Work involves both office settings and field visits, requiring operation of standard office equipment and city vehicles.
  • Physical demands include occasional lifting of objects up to 25 pounds and the ability to traverse various field conditions.
  • Availability for extended hours, including evenings and weekends for meetings and emergency situations, is required.
