The Township of Springwater, located in the heart of Simcoe County, is a mixed urban/rural municipality with growing urban settlements and a prosperous agricultural sector. The municipality is currently recruiting for one (1) existing permanent, full-time position of Development Engineering Technologist.
Reporting to the Manager, Development Services, the position will provide day-to-day support to the Township's Development Engineering function; perform application administration duties, plan review for Township development proposals, Site Alteration, and Fill applications. Collects and analyzes information regarding infrastructure changes. Advises of possible conflicts with specifications, utilities, and contractors and makes recommendations on addressing conflict. Collects and maintains municipal infrastructure inventory for transfer to the Roads/Fleet, Water/Wastewater, and Asset Management functions. This position will also prepare reports and assist in preparing development agreements, tender documents, requests for proposals and other legal engineering documents. The Development Engineering Technologist will also assist the service area in addressing resident and community group concerns.
In addition, the Development Engineering Technologist will support the implementation of the Township's capital works program, including successfully delivering roads, watermain, sewers, and plant project assignments by working collaboratively with consultants, contractors, internal and external stakeholders. This position will work closely with the Township Engineer (outsourced) to ensure successful and sustainable new communities within Springwater.
The Township offers flexible work arrangements, including an opportunity for this position to participate in our 4-day work week program.

The Township of Springwater offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $86,405.64 to $101,081.64 per annum (2024 rate).
Hours of Work
This position will work 35 hours per week; however, occasional hours outside of normal business hours, including attendance at evening meetings, will be required.

Position Responsibilities
The usual responsibilities of the position include but not limited to:
- Carry out advanced technical reviews of plans, reports and studies related to development applications plus provide professional advice to and assist the Manager, Development Services with all development engineering matters.
- Lead the comprehensive engineering review and respond on behalf of the Township and the Township engineer (outsourced).
- Review and provide comments on development-related site servicing, site grading, stormwater, transportation, noise and landscape proposals.
- Ensure compliance with the Township's Design Criteria Manual and other design guidance documents and industry standards.
- Prepare reports and assist with the preparation of development agreements, requests for proposals and other legal engineering documents; and will assist the service area in addressing resident/community group issues.
- Review/analyze the servicing implications of development proposals including subdivision, site plan, and Committee of Adjustment applications and secondary plans; liaise with Township Engineer (outsourced) and other Township consultants regularly; and provide engineering comments regarding draft plan approval to the planning services department.
- Manage project files, co-ordinate preconstruction meetings and monthly development meetings and act as the contact person for the development community related to administrative matters for construction. Attends site meetings and provide direction to developers and consultants on in-field matters arising from the meetings.
- Prepare and administer agreements for approved land developments, finalizing engineering servicing requirements and securities, negotiate with developers on alternative servicing as required.
- Review and recommend Letter of Credit reductions and securities releases when conditions are met; including preparing tracking documents, collates the reduction requests from developers along with supporting documents, and recommending substantial completion, final completion, and final acceptance in consultation with the Township Engineer.
- Provide engineering reviews of Official Plan, Zoning By-law, and Committee of Adjustment applications with respect to Township policies, standards, specifications, by-laws and accepted engineering practices, and comment on same.
- Conduct field inspections of developments, of new engineering services installations to trouble-shoot on in-field design issues, community complaints, for certificates of completion or assumption of services, and other engineering matters, as required.
- Work to minimize resident/business/community inconvenience during construction activity by implementing quality assurance mechanisms to ensure compliance with development agreements; investigate and track complaints; troubleshoot with residents and developer to resolve concerns; authorize remedial action where necessary including overseeing procurement of services needed for remedial action and authorizing payments and associated chargebacks to developer and/or securities draws; reports regularly on construction progress and issues, all in consultation with the Township Engineer.
- Prepare reports and recommendations for Council, attend Council meetings as required; make presentations and provides advice/guidance on engineering servicing and development agreements, assumption of services, project status, construction complaints, and other development engineering matters.
- Formulate Terms of Reference and RFP/tender documents and associated evaluative criteria; for the hiring of engineering consultants and/or contractors to undertake/assist with development engineering work, as required; monitor their work and/or administer the agreements/contracts in accordance with Township policies/procedures.
- Performs such other duties as may be assigned.
Qualifications and Experience
- Graduate of a three-year community college program in civil engineering at the technologist level or equivalent and a C.E.T. member in good standing with the Ontario Association of Certified Engineering Technicians & Technologists (OACETT);
- Certified Project Management Professional (PMP) would be an asset;
- Five to eight years directly related experience in both rural and urban development approval and inspection environments, preferably in a municipal setting;
- Thorough knowledge of all applicable legislation, standards, and guidelines and Township of Springwater engineering standards, including Ontario Provincial Standards Specifications; Ontario Provincial Standard Drawings; ASTM, AWWA, CSA; Ministry of Transportation Design Manuals / Construction Manual; Ontario Traffic Manual and the OHSA.;
- Demonstrated technological proficiency and a thorough understanding of Civil Engineering and construction principles and best practices;
- Excellent computer skills with emphasis on computer-aided design and drafting applications;
- Ability to manage and co-ordinate opposing views and find solutions and resolutions to complex issues;
- Ability to think and act strategically and appropriately in a political and community service environment;
- Ability to meet strict timelines and focus on shifting priorities as needed;
- Computer literacy in MSOffice utilizing word processing, spreadsheet, presentation and database software, MS Project, Outlook and the Internet; familiarity with CADD/GIS software;
- Valid Class G driver's license in good standing and reliable vehicle to use on corporate business.
- Due to the responsibilities of this position, you will be required to have a Police Information Check satisfactory to the Township.
