Description:
This position will manage design professionals (architects & engineers) through the design and building permit approval process. This position will be required to develop RFP's defining the required scope of work, analyze proposals for accuracy, manage the design professional team through the design/permitting process and play a supporting role during the construction process. . This position must have the ability to quickly comprehend and efficiently implement environmental requirements through design professionals, project management duties, engineering, capital and contracting processes and the ability to understand and navigate through the technical and practical LEED implementation process. A strong candidate has the capability of evaluating technologies to assess value vs. cost and of flawlessly executing projects from concept through completion. This position will have both strategic and tactical responsibilities. A strategic example is the vetting new technologies for Energy Efficiency vs. the cost (NPV & ROI) and impact to tenant during implementation.

Primary Functions:
- Develop and maintain relationships with Buzz Oates internal departments, city, county, state and governmental municipalities.
- Develop and maintain development budgets and financial analysis for industrial and commercial ventures.
- Concurrently process multiple projects through the entitlement/permitting process in various municipalities.
- Manage land use entitlements, building permitting and agency coordination, tentative Map, and Final Map.
- Procure, negotiate, and manage various design and engineering consultant relationships and agreements.
- Manage and negotiate conditions of approval and mitigation measures related to design review, CEQA / NEPA process, subdivision map act, Development Agreement, and environmental agency approval.
- Research, understand, and optimize industrial building and site improvement costs into overall project design.
- Research and understand title, vesting rights, and public infrastructure financing vehicles.
- Coordinate with design professionals for design and permitting of new tenant improvements.
- Network with designers, engineers, in-house estimating department, subcontractors and suppliers.
- Manage, Review and Coordinate architectural/engineering projects and proposals developed in-house or by consultants.
- Assist in the preparation of project milestone schedules and cash-flow forecasts.
- Have knowledge of and understand building codes, including T-24, LEED and ADA requirements.
- Occasionally visit and observe ongoing projects to further develop personal knowledge and offer technical assistance to the team.
- Participate in weekly project development team meetings to discuss project status, project resources and other needs.
- Serve as a resource for others in the department to help assist in their assignments.
In coordination with Buzz Oates Management Services:
- Prepare detailed RFI's, engage and manage energy efficiency engineer through energy audit process.
- Perform detailed NPV and ROI analysis to determine feasibility of system modifications.
- Develop schedules and implementation plans for value add system modifications.
- Develop and maintain post implementation analysis
LEED :
- Manage the consultant team through the LEED NC, CI & EBOM certification process.
- Prepare and maintain LEED scorecard from initiation through the certification process upon the basis of efficiency and lowest cost to owner.
- Prepare detailed descriptions outlining required LEED information from design professionals, tenants and subcontractors.
- Efficiently assemble, audit and manage all required information and coordination with the USGBC.
Requirements
- Bachelor's degree in Architecture, Engineering, Construction Management, or equivalent experience. 3+ experience as project engineer or manager.
- Need to understand bid analysis, budgeting, writing scopes of work, document interpretation, design-build and negotiated projects.
- Familiarity with local specifications and supplements to each and with reading plans and specifications.
- Proficiency in planning, scheduling and production, in Microsoft Project or equivalent software, as well as Microsoft Office.
- High degree of professionalism and strong work ethic.
- Strong ability to set and meet goals
- Strong organizational, follow-through and communication skills - must be dependable, proactive and prompt.
- Multi-tasks and stay focused on the big picture while addressing daily issues
- Strong understanding of the entire real estate development process including acquisition, disposition, title, finance, environmental and legal.
