Position Description
How do you balance the needs of a growing city with the realities of utility infrastructure?
If you're a strategic thinker with strong engineering expertise and leadership acumen, Seattle Public Utilities (SPU) is looking for you to serve as the Development Services Office (DSO) Engineering Manager (Mgr. 3). In this role, you will oversee the plan review process for water, drainage, and wastewater, ensuring new development projects align with SPU's technical and regulatory standards.
As the DSO Engineering Manager, you will be at the center of Seattle's most complex development challenges. From setting infrastructure requirements and resolving utility conflicts to interpreting development codes and ensuring compliance with state and federal regulations, your work will directly shape how Seattle grows. You'll collaborate with developers, city departments-including Seattle Department of Construction & Inspections (SDCI), Seattle Department of Transportation (SDOT), and Seattle City Light-and internal SPU teams to find solutions that support both private development and public infrastructure goals.

Job Responsibilities

In this role, you can expect to:

  • Lead utility plan review for water, drainage, wastewater, and solid waste infrastructure, ensuring compliance with SPU regulations
  • Resolve complex engineering, and regulatory challenges, including utility capacity, nonstandard infrastructure, and development code compliance
  • Manage and mentor a team of professional and technical staff, overseeing service delivery and policy implementation
  • Collaborate with city agencies and the development community to address infrastructure feasibility, design conflicts, and regulatory enforcement
  • Advise SPU senior leadership on utility-related development policies, performance metrics, and long-term infrastructure planning
  • Supervise approximately 15 staff members, including Manager 2s, Civil Engineering (CE) Supervisors, Sr. CEs, Associate CE's, Assistant CEs, CE Spec Supervisors, Sr. CE Specialists, Associate CE Specialists, and Sr. Capital Project Coordinators

Qualifications
Education: Equivalent to a bachelor's degree from an accredited four-year college or university with major coursework in engineering, accounting, business administration, construction management, public policy, or a related field.

AND

Experience: Five (5) years of progressively responsible experience in construction management, operations, administration, project management, or public policy, including two (2) years of experience supervising/managing staff.

Certification/Licensure: Current Washington State driver's license or evidence of equivalent mobility.

Combinations of appropriate education, training, certification and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

Desired Qualifications: Registered with the State of Washington as a Professional Engineer (PE)

Additional Information
This position allows for the flexibility of a hybrid work schedule. Effective January 2025, City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
