BA Global Talent is looking for an experienced Procurement Risk Analyst to directly support DFC's Office of General Counsel. The role would involve a highly specialized focus on procurement risks, particularly around evaluating exposure to People's Republic of China (PRC) content in supplier and contractor networks. This would involve ensuring compliance with U.S. regulations and minimizing risk related to geopolitical factors, particularly in sensitive or strategic sectors.

The U.S. International Development Finance Corporation (DFC) is America's development finance institution, partnering with the private sector to tackle critical global challenges. DFC offers a range of financial products, including Political Risk Insurance (PRI) to support investment in developing countries.

Responsibilities:
  • Due Diligence Support: Conduct in-depth analysis of procurement policies and practices for DFC projects, focusing on exposure to PRC content and ensuring alignment with DFC's PRC Framework.
  • Project Documentation Review: Analyze and prepare recommendations on project sourcing and procurement documents, ensuring compliance with DFC policies and guidelines.
  • Collaboration: Work with DFIs, MBDs, and U.S. agencies to improve procurement best practices and ensure effective policy implementation.
  • Policy Development: Create tools, checklists, and guidelines to enhance DFC's due diligence capabilities, focusing on procurement risk assessment and adherence to the PRC Framework.
  • Training: Provide training to DFC staff on procurement integrity, competition risks, and the Procurement Framework for consistent application across projects.
  • Additional Responsibilities: Support timely and professional responses to procurement-related inquiries and tasks as needed.


Qualifications:
  • U.S. Citizen, domiciled in the United States.
  • Have the ability to obtain and maintain a Public Trust clearance.
  • Key personnel on this contract shall have a minimum of a Masters in Business Administration / or Doctor of Jurisprudence.
  • A minimum of 5 years of experience in the development, implementation, and assessment of sourcing and procurement practices of private sector in the clean energy and/or infrastructure sector and has a resume demonstrating the ability to perform duties and responsibilities.
  • Knowledge of the commercial and legal operation of investment funds and blind pool vehicles.
  • Experience with international development and finance institutions (e.g., IFIs, MBDs), particularly in relation to procurement policies and integrity risks.
  • Technical expertise in supply chain procurement, including understanding industry-specific supply chains, especially in clean energy and renewable sectors.
  • Working knowledge of U.S. laws, regulations, and policies on forced labor and PRC targeted sanctions and trade restrictions.

Nice to Have:
  • Familiarity with procurement policies in developing markets and regions such as Africa, Southeast Asia, and Central Asia.
  • Experience in designing procurement strategies with a focus on supply chain risks in emerging markets and geopolitically sensitive regions.


Hybrid: Travel on a quarterly basis to DFC headquarters in Washington D.C.

Schedule: 09:00 am to 05:45 pm.
