Applicants will be considered for either a Director or Assistant Director level position based on education, experience, and skills.

Directs, plans, coordinates and supervises the operation and activities of the Human Resources Office for the Odessa and Midland campuses. Develops and implements policies and procedures, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgment.

Major/Essential Functions

  • Collaborates with the Senior Managing Director, HR on HR functions and provides direction and support to HR team.
  • Manages the Odessa and Midland (Permian Basin) HR team and all functions and workflow processes. This will include traveling occasionally to the Midland campus as needed.
  • Directs the effectiveness, compliance, and productivity of the Permian Basin campus recruiting activities. Works all recruitment efforts for Residents and high-level Staff positions.
  • Under the general guidance of the Senior Managing Director, HR, manages employee relations by providing guidance to campus leadership and staff on sensitive issues (e.g., discipline, hiring, promotions, appointments, reorganizations, etc.) while being solution-oriented and complying with all relevant policies, procedures, and employment laws.
  • Communicating and enrolling employees in all benefits programs (State of Texas Group Benefits Program, State of Texas retirement plans, leaves, and other benefits) for all Permian Basin Faculty and Staff employees.
  • Conduct and review compensation actions for all Permian Basin employees.
  • Assists supervisors and employees with the interpretation and application of TTUHSC policies, System Regulations, and various employment laws.
  • Communicates and prepares claims and paperwork related to disability, FMLA, SLP/FLP, and all other leave programs.
  • Conducts all Offboarding for Director level and above, Faculty and Residents, and Involuntary Terminations.
  • Perform any project or specific work assigned by management.


Preferred Qualifications

Director:
  • Bachelor's degree in Business, Human Resources, or a closely related field.
  • At least two (2) years of recent experience managing employees in a human resources department.
  • Five (5) years experience in human resources with a concentration in employee relations and at least one (1) of the following areas: recruitment, classification/compensation, HRIS, benefits administration with a human resources department.
  • Current PHR/SHRM-CP or obtainment of certification within 2 years of employment.
  • Human resources management experience in healthcare, education, government or with another large, complex employer holding a position within Human Resources.

Assistant Director:
  • Bachelor's degree in Business, Human Resources, or a closely related field.
  • Four (4) years experience in human resources with a concentration in employee relations and at least one (1) of the following areas: recruitment, classification/compensation, HRIS, benefits administration with a human resources department.
  • Current PHR/SHRM-CP or obtainment of certification within 2 years of employment.
  • Human resources management experience in healthcare, education, government or with another large, complex employer holding a position within Human Resources.


Pay Statement

Required Qualifications

Director: Bachelor's degree in related area required plus five years progressively responsible management experience. Additional education may substitute for experience on a year for year basis.

Assistant Director: Bachelor's degree in the area of specialization or closely related field. Three years of related administrative and technical experience. Additional job related education may be substituted for the required experience on a year-for-year basis.
